073 vORDINANCE NO. 773 AN ORDINANCE Creating, Providing for, and Defining theies, Powers, and Limitations of, the Office of Supervisor in, at, and for the Town of Atlantic Beach, Duval County, Florida. BE IT ORDAINED BY THE MAYOR AND TEE TOWN COUNCIL OF TEE TO';iN OF ATLLNTIC _BEACH, DUVAL COUNTY, FLORIDA: Section 1: There is herein and hereby created and established, in, at, and for the Town of Atlantic Beach , Duval Town, County, Florida, the office of Supervisor of said Town. Town Section 2: The ttigtF. Supervisor shall be appointed by the majority vote of the total membership of the Town Council of said Town; shall hold office until (a) replaced or dismissed by said majority vote, for good cause shown, or (b) until his resigna- tion, effective only after 30 days ' written notice to the Town Council; and shall be paid, while in office, such salary, at such times , which shall be agreed upon and determined by said majority vote. Town. Section 3: During his tenure of office the Supervisor shall have and exercise the following duties and powers, subject to the hereinbelow imposed restrictions and limitations: He shall exercise supervision over, enforce the efficient discharge of, and be directly responsible to the Town Council for, all the business , undertakings , activities, and affairs of the Town not peculiarly within the province and jurisdiction of (a) the office of Mayor or (b) the Town Council; shall hire or retain, suspend, and discharge all employees of the Town, saving only those whose hire or retention has been expressly made or authorized by the Town Council; shall immediately report to the Mayor for transmission, in the discretion of that official, to the Town Council, any and all instances of inefficiency or misconduct by or on the part of any such employee so hired or retained by the Town Council as aforesaid; may make such routine purchases on behalf and for the benefit of the Town, not in excess of 50, as are provided for in and by the Town Budget; may exercise the same police powers of arrest possessed by the Town Marshal; shall attend all meetings of the Town Council with the right to debate therein, without vote; shall recommend to said Council the passage of whatever measures seem to himfrom time to time meet, appropriate, advisable, or necessary; shall, at each regular meeting of the Council, render to that body report ( in writing, if so renuired by a majority vote of the total membership of said Council) of his activities and affairs since the last preceding such regular meeting, and of his findings, if any, with respect to the then current needs of the Town; and shall perform such other duties and services as, by duly enacted ordinance or resolution, may be re]uired by the Town Council--under whose exclusive jurisdiction, direction, and control he, in the exercise and discharge of his above outlined duties, functions , and prerogatives, at all times acts .
