1. CALL TO ORDER AND ROLL CALL
The meeting was called to order at 6:01 p.m.
2. APPROVAL OF MINUTES
A. Approve minutes of the August 9, 2022 Cultural Arts and Recreation Advisory
Committee meeting.
3. RECOGNITION OF VISITORS / PUBLIC COMMENTS
4. ONGOING BUSINESS
A. Open Discussion / Comments about the Organizations and Schools
An shared a PowerPoint in regard to the summary of the scoring and review process. She
explained afterwards the Committee would assess general considerations before
members submit their recommendations on specific applications. An shared that with the
new members it would be a good idea to summarize the CARAC 3 -year Strategic Vision
that was adopted prior to the new members coming aboard. An opened the floor for the
Committee for any general considerations. Members discussed and asked questions in
regard to the procedure as well as how things were done in the past as far as scoring of
the grants. An proceeded with her PowerPoint while sharing the changes and last year's
process.
After the presentation the member's submitted their preliminary scoring for the Grant
Applicants to Latrenia. During the process the committee discussed briefly about the
organizations. It was asked if Wally Sears vote would be taken into consideration due to
him being present at the first meeting. A motioned was made. Shalonda Smith from the
Baker Center shared briefly that NOVA Dance spoke with the staff in reference to what
she would like to see at the Baker Center. Shalonda also shared that Kirk Farber with
Cultural Arts and Recreation Advisory Committee (CARAQ

Face4kids program was scheduled to start the program at Baker. Committee members
asked Shalonda questions in reference to programs and transportation. Dee Davis from
the Jordan Community Center shared his views on the responsibilities of the grant
recipients. It was mentioned that a small revision of the grant application should require
pre -approval from the Center Managers to consider having programs in the Community
Centers.
An announced the votes for each school and organization. During the votes the
committee discuss the organizations / schools' votes that were split evenly. Dee shared
his view on the discussion of the D-1 training program vote. The Committee discussed
other schools and organizations that members voted on for partial funding. An gave the
Committee's Final recast for Face4kids, Connecting Thur Music, Yesha Taekwondo,
Atlantic Beach Elementary and D-1 Training. There was further discussion in regard to
the amount of the funding for the schools and organization. The Committee did a quick
recap of the list of each program funding recommendations.
Lastly, the Staff and Committee discussed their views on conflict of interest in regards.
MOTION: A motion was made by An that the Committee does not utilize the scores of
someone who has not seen all presentations who is not present for discussion and is unable to
revise their scores.
