CALL TO ORDER AND ROLL CALL 2. APPROVAL OF MINUTES A. Approve minutes of the September 8, 2022, Cultural Arts and Recreation Advisory Committee meeting. MOTION. A motion was moved to approve the minutes for September 8, 2022 Motion: Lisa Goodrich Second. RECOGNITION OF VISITORS/PUBLIC COMMENTS No Public Comments Cultural Arts and Recreation Advisory Committee (CARAC) October 11, 2022 Page 1 of 3 4. ONGOING BUSINESS A. CARAC's Report for October 24th Commission Meeting An O. shared that she would present the Committee Report to the Commissions meeting on October 24, 2022. Latrenia shared that she spoke with Jane to help put the presentation together and present it to the Commission. An O. included to Jane that she would be open to Jane's draft but will work on the presentation as well as present it to the Commission. B. Transition Process for Events / Organizations An O. request to hear the transition process for any grant funded events or organizations that can become a City sponsored event. Latrenia shared the process of how WellFest was adopted into a city sponsored event. She also shared her proposal to the Committee on how we could properly adopt an organization and events under the City. The Committee further discussed their views on the cause and potential effects of recommending programs to transition to the City's budget. 5. NEW BUSINESS A. Formal CARAC Recommendation Request An O. shared that the Committee's primary duties are to make recommendations to the City regarding Cultural Arts and Recreation. An O. proposed that as a committee they will compile a Wishlist of what they would like to accomplish in the next three years. Jane S. suggested to invite Linda Lanier to help formulate a goal for CARAC. Mary M. asked if staff would be ready for the Committee to implement more task for the Department at this time? Latrenia responded by saying yes but she would like to get past the holidays before we begin the process. Latrenia also announced that she would reach out to Linda Lanier to schedule dates to have a workshop. An requested for the CARAC agenda to be published a week prior to the actual meeting. B. Monthly Newsletter Spotlight (Committee Report) Latrenia announced that the E -newsletter has a section for a spotlight for grants and organizations / schools and would like to recommend the Committee members to volunteer to review the grant programs and share feedback to forward to Kevin. An mentioned that in the prior meeting it was discussed that committee members would volunteer to be a liaison for the organizations and schools. It was also mentioned that the organizations should be notified that a member from the Committee would be assigned to their program as a point of contact. C. Future Grant Review Process / Timeline Latrenia shared that she updated the dates for the Grant Contributions on the application. Committe members discussed their concerns about the dates. Latrenia shared that the purpose of having the dates currently available would allow the Department to advertise on the City's website to give new or returning applicants enough time to prepare. It was also mentioned that the Spotlight list needed to be revaluated. New programs will be spotlighted a month before their event. It was recommended that a workshop maybe Cultural Arts and Recreation Advisory Committee (CARAC) October 11, 2022 Page 2 of 3 necessary in regard to the process of voting on the programs. Committee members furthered discussed their views on the process as well as the dates for the application, the presentation, the process and the discussion. It was suggested that repeat applicants should be separate and based on what took place in the program. D. Review Grant Acceptance Letter / Agreement An O. recommended to move 5.D. to the November 1, 2022, meeting. Jane S. shared what took place in the October 10,2022 Commission's meeting. She explained that the Commission agreed to the recommended funding from CARAC for the grants but recommended funding for the Atlantic Beach Elementary Cultural Day and voted to approve them for partial funding. Latrenia made the Committee aware that she spoke with Melissa, the City's Finance Director and was informed that any monies leftover from the grants could be used towards extending grant programs but would need to be brought before the Commission for approval. Lastly Latrenia read an email from Commissioner Norris thanking everyone on CARAC for the recommended list of schools, organization and for CARAC's good works. 6. OPEN ITEMS / FOLLOW UP A. Recreation Volunteer Program Update 7. OTHER AGENDA ITEMS/ANNOUNCEMENTS A. Next CARAC Meeting is scheduled for November 1, 2022 8.
