11-1-22 CARAC Adopted MinutesMINUTES Cultural Arts and Recreation Advisory Committee (CARAC) Meeting J �r Tuesday, November 1, 2022 - 6:00 PM Commission Chamber Present: An Oskarsson, CARAC Chair Jane Stevens, Member Lisa Goodrich, Member Carol Silcox, Member Joseph Schwarz, Member Absent: Mateo Jurasic, Member Mary Mullahey, Member Wally Sears, Alternate Member Also Present: Latrenia Thomas, Director of Cultural Arts and Recreation 1. CALL TO ORDER AND ROLL CALL A. Meeting was called to order by An Oskarsson at 6:03 p.m. 2. APPROVAL OF MINUTES A. Approve minutes of the September 13 and October 11 2022 Cultural Arts and Recreation Advisory Committee meeting. 3. RECOGNITION OF VISITORSIPUBLIC COMMENTS A. No visitors were present. 4. ONGOING BUSINESS A. Update on the CARAC / Youth Council Resolution - Mayor Glasser Mayor Glasser gave an update on the CARAC'S Resolution. She explained the discussions about the legal review through our City Clerk and City Attorney. She provided the committee with a final draft of the CARAC Compilation Resolution. She discussed the Youth Council section of the resolution and the recommendation request from the Committee. Mayor Glasser also explained to the members that with their approval she could take the resolution back to the Commission and have it approved by the Commission. She asked for the members feedback as well as their recommendations. Several members agreed with Mayor Glasser's recommendation in regard to the final draft of the CARAC Compilation Resolution. Mayor Glasser went on to discuss the future plan to separate the CARAC and Youth Council resolution. She asked for feedback in regard to the split. Cultural Arts and Recreation Advisory Committee (CARAC) November 1, 2022 Page 1 of 4 Mayor Glasser also discussed her action to approve partial funding for the Cultural Day grant request for Atlantic Beach Elementary. A list was provided to each member that gave a breakdown of how much funding Atlantic Beach Elementary receives from The City of Atlantic Beach. She opened the floor for Committee members to share their concerns in regard to the her decision. B. Artisan's Faire Update - Jeannie Gabrynowicz and Terry Seldon Jeannie Gabrynowicz gave a brief update in regard to the Artisans Faire scheduled for Thursday, December 1, 2022 from 5:00 p.m. to 8:00 p.m. A list of artists was provided to the members for review. The Committee members were pleased with the update and had no further questions. C. Schedule a Workshop date to discuss the Application, Grant Dates, Process and Scoring The staff and members discussed the recommendation dates for the Grant Workshop for March 27th or 28th at 10:00 a.m. Latrenia shared that she would see if the City Chambers would be available for either of those dates and follow up with the Committe with the available dates. D. Grant Timeline Dates Staff and Committee members discussed some dates for presentations. It was decided the dates for the Grant Presentations would be scheduled for Tuesday, August 22, 2023, from 3:00 p.m. until 6:00 p.m. and a second date scheduled for Thursday, August 24, 2023 from 9:00 a.m. until 12:00 p.m. E. Vote on the Process to Transition Organization / Schools to City Events The Commitee agreed to the recommended process and potential action from the previous committee meeting. MOTION: 1. How long has the program received Grant Funding from CARAC? 2. The organization / school will present to the Committee how they have performed over the years. 3. The City Manager, Director and Staff will consider if the request is feasible for the department to apply in the following Fiscal Year depending on the program. 4. If approved by all parties the Committee along with Staff will do a final review and vote on the program to adopted as a City Event. 5. Have the Committee take the recommendation to the Commission to adopt as a City Event. F. Summary of CARAC report to the commission on Oct 24,2022 An O. shared briefly on the CARAC Report presentation to the Commission in regard to the Strategic Vision for the Cultural Arts and Recreation Department. G. Update on Catalog of Programs and Events Latrenia shared the Recreation's Department idea of a catalog, to be able to hit the target of getting the word out for the community to be aware of the programs offered in the city. An O. also shared a PowerPoint of what she would like to see in the catalog. She recommended to the members to have a workshop to identify the gaps in programs. The Committee agreed on Thursday, December 8, 2022, at 1:00 p.m. for a workshop. 5. NEW BUSINESS A. "CARAC Wishlist" Suggestions and Workshop - January 24, 2023 at 6 p.m. Members confirmed the date and time for the workshop. B. Jordan Community Center Report Latrenia explained that Dee and Kevin were working together to present a formal presentation. This agenda item is scheduled to be moved to CARAC'S December meeting. 6. OPEN ITEMS / FOLLOW UP A. Recreation Volunteer Program Latrenia shared that she met with Joe Swartz in regard to the volunteer program. She mentioned that Joe shared his ideas to help our department expand the volunteer program. Joe offered the benefits of having volunteers for events with hopes to expand our volunteers to other organizations. 7. OTHER AGENDA ITEMS/ANNOUNCEMENTS A. Next CARAC Meeting scheduled for December 13, 2022 8. (PART 2 OF 2) 4.A. UPDATE ON THE CARAC / YOUTH COUNCIL A. Mayor Glasser returned to discuss the resolution and the issue of concerns from the Committee that she would add to the resolution. An O. shared her view on the line items that were strike from the resolution on the Compilation. The mayor asked if the Committee was ok with her drafting a final resolution for the Commission to vote on and offered the Committee the opportunity to email her if they disagree with any changes.
