FW 211 Belvedere StreetBill,
This property has a unique stormwater management system. They yard
vault in the rear of the home which stores a portion of the stormwater.
The portion of the vault is below ground and 2.7’ of the vault is above
ground. A pool is set into the vault. A fence is installed on top of
the vault. The top of the fence does not exceed the max. fence height
of 6’. The stormwater not stored in the vault is routed via swales
and underground pipes to the front yard storage
Per the final survey, the retaining wall/vault is 30” or 2.47’ (see
attached). The topo on the final survey indicates the water flows down
the side yards from the rear yard to the stormwater systems in the
front. Public works inspected the stormwater multiple times throughout
the process and it passed the final inspection.

Yes, I have pictures, I also left a message for Amanda to call me for
some more info, but PW did several inspections of the vault and
drainage. The system is extensive and the neighbor is not getting any
sheeting or run-off from 211 Belvedere and if so, we would need evidence
or video. All rain gutters are tied directly to the retention systems. I
was at one of the onsite meetings I believe with Angela because I recall
his main issue being the fence and then he pulled us in his back yard
complaining that the owners at 211 Belvedere could look into his back
yard from the pool. 211 Belvedere installed a privacy barrier along the
property in the back yard adjacent to Mr. Yarbrough.

I’m not sure I have anything that helps. I’ve only ever been out there
once and we talked mostly about the fence. I do remember in the past,
the neighbor coming in often upset with Dan because he hadn’t seen
anyone “from the city” out there but this job was inspected by a private
provider so we weren’t involved in the construction. I know Dan talked
to this guy several times but I was never a part of those conversations.
Actually, It appears Eric was the private provider at the time. Not sure
if his inspections included the vault that was supposed to store
rainwater or not though. Looks like some of the gutters were supposed
to drain in to the vault. Maybe Derek has some pictures or documentation
that it was checked by PW?

This Mark Yarbrough just interested to know what action will be taken
about 211 belvedere Street if you could let me know it would be great
As the as builts show none of those rules were ever followed and you
have 37 inch high concrete structure that encompasses the entire back
yard with no setbacks dumping all it's rainwater in my yard I'm just
looking for some answers my neighbors and I have been brushed off in a
pretty rude way from the code enforcement office of the city of Atlantic
Beach since the very beginning of this thing can't seem to get a
straight answer from anyone
