She said the committee should start planning for 2024. Discussion about events ensued. Sarah Boren asked if members would like to do an "ESC Meet and Greet" in December. Members were in support of the event but did not want to push for it to happen in 2023. 6.CHAIR REMARKS A.Public Works, Public Utilities Capital Improvement Plan Mark Gabrynowicz said he included the Capital Improvements Plan (CIP) for committee members to review. B.Parks Master Plan http://www.coab.us/854/Parks-Master-Plan-Project-Page' Mark Gabrynowicz announced there is an upcoming Town Hall meeting for the public to provide input on the Parks Master Plan. Discussion about parks and the Dora Street property ensued. C.Member recruitment Mark Gabrynowicz stated there are Board Member Review Committee meetings coming up where upcoming vacancies may be filled. He said there are no candidates at this time. 11.NEW BUSINESS D.Recap from special ESC regarding Charter Review Sarah Boren reviewed the special called meeting do discus a motion about adding language to the Charter about environmental stewardship. She said members decided the most logical place for the statement is under Article 1 and in a new Section 5 called "Environmental Leadership" and should state: "In order to ensure the health and safety of its citizens, and enhance property values, high quality of life, and healthy environment, the City of Atlantic Beach shall continually improve its leadership and preparation for sustainability, resilience, environmental stewardship, and protection of tree canopy". MOTION: to recommend to the Charter Review Committee to add Article 1 Section 5, "Environmental Leadership", which states: "To ensure the health and safety of its citizens, and enhance property values, high quality of life, and healthy environment, the City of Atlantic Beach shall continually improve its leadership and preparation for sustainability, resilience, environmental stewardship, and protection of tree canopy". She asked for a recommendation from ESC on how to make the regulations more enforceable and environmentally friendly. Discussion about enforcement and environmental impacts ensued. MOTION: Recognizing the social benefits of allowing seasonal beach bonfires, we also note that there are negative environmental consequences primarily due to the detritus left behind from bonfires eg. cinders, inappropriate and dangerous items that have been burned, screws, nails, trash, and particulate matter and thus if the city continues to allow beach bonfires that this aspect should be addressed in order to protect this special privilege. Members discussed the PlanIt Geo database and partnering with the local municipalities to access the database. 9.REPORTS 10.OLD BUSINESS A.Chemical Management Plan (CMP) Mark Gabrynowicz deferred the item to the Sustainability and Resiliency Subcommittee for further action. B.Proposed Chapter 23 changes Mark Gabrynowicz went through his draft of proposed changes to Chapter 23. Members discussed the change to section 23-14 to allow city funded trees to be planted in rear yards, Section 23-24 to increase the required tree protection zone, and Section 23-52 to remove language about the inaugural committee terms and revising the geographical requirement. Discussion about changes and enforceability ensued. Bruce Andrews stated he wants to also add the change requiring trees planted as mitigation to be protected no matter the caliper size. Sarah Boren expressed she is not in support of revising the geographical requirement. She said this is a large committee and there should be at least one person from each district. Discussion about having a seat for each district ensued. Mark Gabrynowicz stated he would like to add an annual review of Chapter 23 to the 90 day calendar. MOTION: to approve the changes to Section 23-14 and Section 23-24 as written, to approve the changes to Section 23-52 regarding inaugural committee terms, and add language "any tree planted as mitigation under section 23-33 shall be considered a regulated tree under Section 23-8 and not be subject to minimum caliper size of 8 inches". Amanda Askew said this would be enforceable but may infringe on homeowners who want to do the work themselves. Amy Palmer proposed only regulating tree companies. Adopt-a-Tree program discussed. Heather reported that she coordinated some children going door to door didn’t have a good experience with many residents. We discussed Donner Road again. Dan volunteered to solicit residents for backyard plantings. Bruce asked Amanda to have PW provide new trunk protectors to use trees that need larger conduit. He will then coordinate volunteer installation. Mark suggested again that we develop a Tree Fund budget. Dan reviewed a PowerPoint presentation that addressed strengthening our tree ordinance. We agreed to solicit citizen volunteers to assist with the Seminole/Atlantic intersection analysis. Anastasia will ask Fred Jones and Bruce will check with Sarah Dark. Meeting adjourned at 6:05 pm. ESC ORGANIZATIONAL EXCELLENCE Expand outreach through improved COAB website by improving traffic by 50% – OSC leads Increase effectiveness, productivity, and improve satisfaction of ESC meetings and measure success through overall scores on ESC self-evaluation questionnaire – ESC Chair leads o Focus on agreed-upon priorities at meetings by limiting time spent on ad-hoc issues that are brought to us outside of our workplan. o A greater focus on planning and accountability for measurable goals, and more efficient meetings with pre reads that could help to reduce the extensive exploratory conversations that, although certainly valuable, tend to ramble. – All ESC members lead o If the meetings could be done virtually sometimes that would help. o All ESC members must come to each meeting prepared – meaning they have read through the full agenda and all the supplemental documents (minutes, motions, background info, etc.) and come prepared to vote, ask questions, make concise comments and suggestions using motions/discussion. – All ESC members lead o Add a member round to the standing agenda so each member has a chance to share their perspective, new ideas, announcements, etc. o Hefty items (e.g., motions, items that need thoughtful feedback) should be place early on the agenda and less time spent on reviewing subcommittee work already outlined in minutes and under consent agenda o I think consent agenda is working fairly well and has improved efficiency of ESC meetings o The order of the meetings would be more productive if subcommittee reports were held to the end and the items from staff and/or substantive conversations should be prioritized instead. I think 1 minute for each committee member to speak at the end would be appreciated. I know that I always have items to share or broach and there is not really an appropriate time in the agenda for this. o I suggest spending more time during meetings on policy formulation, staff reports, meatier topics, guest speakers to help educate us so that we can make strong recommendations to commission, etc., vs. recounting subcommittee activities. The only subcommittee items that should be discussed are ones that need full committee approval for moving forward. Otherwise, members can keep up to date by reading consent agenda items. Add a Chair/Vice Chair/Secretary description (what does each position do?) Add subcommittee descriptions. Add links of where to find key items. Add past accomplishments and kudos. o Have one online place where ESC members can find everything from agendas and minutes to record decisions and sign-up sheets/graphics for events (e.g., could be external facing ESC webpage and meet two major needs) o Start an internship program o Understand better what we can and can’t do under Sunshine Laws (e.g., work on creating a program once vote for program has been approved) o Get clarity on what needs a formal ESC vote o Strategic plan for each year for ESC should include something from each of the four focus areas under ESC. I therefore appreciate this survey! o Start planning early and make sure the Commission has all information needed from ESC to include in their priority planning. o We have two ESC members rolling off in December (one At Large and one District 1312). It would be great to recruit two new members before then so they have some onboarding time but definitely by January. Continue to improve the best practice of annual self evaluation – ESC Chair leads o Seek suggestions to improve and perform end of year evaluation/continual improvement questionnaire. Choose 1-2 items to improve.
