A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA,
AWARDING BID NO. 2223-11: LEVY ROAD SIDEWALK IMPROVEMENTS;
AUTHORIZING THE CITY MANAGER TO EXECUTE THE CONTRACTS
AND PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY
TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; AND
PROVIDING AN EFFECTIVE DATE
WHEREAS, the Levy Road multiuse path project (Mayport Road to Main Street) is a component
of the City's Connectivity Plan that will connect to the recently completed multiuse path on Donner
Road; and
WHEREAS, a future multiuse path extension on Main Street will connect this project to Dutton
Island Road; and
WHEREAS, on October 18, 2023, five bids were received and opened for Bid 2223-11: Levy
Road Sidewalk Improvements; and
WHEREAS, the total bid prices received ranged from $990,064.90 to $395,290.88; and
WHEREAS, Mclain Site Solutions is the low bidder, and they submitted all required documents
in their bid submittal; and
WHEREAS, the project consists of furnishing all labor, equipment, and for the reconstruction
of residential and commercial driveways, minor grading, removal of existing storm drain pipe, storm
drain pipe and drainage structure construction, removal of the existing five-foot wide concrete sidewalk
and construction of an eight -foot wide concrete sidewalk described in the bid specifications on the staff
report; and
WHEREAS, the Contractor will be given 120 calendar days to complete the project after receipt
of written Notice to Proceed; and
WHEREAS, the base bid price for the project, $395,290.88, will be fully funded from the
$874,000.00 currently budgeted in the Capital Projects Fund Accounts 300-5002-541-6300 and 300-
6020-572-6300, under project number PW2308 "Levy Road Sidewalk"; and
WHEREAS, this project is partially funded through a Community Development Block Grant
(CDBG) reimbursable grant in the amount of $182,400.00; and
NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as
follows:
SECTION 1. The City Commission hereby awards Bid 2223-11 to Mclain Site Solutions. in the
amount of $395,290.88 to perform the work for said bid in accordance with the bid specifications;

SECTION 2. The City Commission hereby authorizes the City Manager to execute the Contract
with Mclain Site Solutions and approve a Purchase Order to said vendor in the amount of $395,290.88;
SECTION 3. This Resolution shall take effect immediately upon its passage and adoption.
