Email from CRC Member Kirk Hansen 11-22-23 regarding Article III Sec. 25 11-22-23Donna, regrettably, I ill be out of town for the next CRC meeting.
In my absence, I would like my opinion known with regards to Article
III Section 25 - Removal of the City Manager.
I would like there to be a super majority vote (at least 75%) in order
to remove the City Manager. The City Manager position is key to a
functioning city government and removal of a City Manager can result in
discontinuity in government. Such a potentially disruptive action should
not be taken lightly nor subject to a mere three to two majority.
Mr. Gulliford made a compelling case as to how a City Commission could
be hamstrung in taking action to remove a City Manager if only one
Commissioner were out for an extended period of time and another
Commissioner dissented removal. That kind of situation, as unusual as it
may be, is simply addressed with the definition of a super majority of
75% of voting Commissioners.
Please include this correspond at the appropriate time to the other
committee members.
