Mayor Ford called the meeting to order at 5:37 p.m. and City Clerk Bartle called the roll.
1. APPROVAL OF MINUTES
A. Approve Minutes of the Board Member Review Committee meeting of August 17, 2023.
Mayor Ford asked if there were any corrections needed. There were no corrections to the
minutes. Mayor Ford stated the minutes stand as submitted.
2. INTERVIEW CANDIDATES
A. Todd Miner - Environmental Stewardship Committee (ESC) BC App -23-04
The Committee interviewed Mr. Miner for the At -Large position. He explained his personal
accomplishments, experiences, goals, and interests in the community. The Committee offered
the opportunity to ask questions and the Committee responded to those questions.
MOTION: Recommend appointing Todd Miner to the Environmental Stewardship
Committee as an At -Large Member #3 position (for the term beginning January 1, 2024 and
ending December 31, 2026).

to the Arts, Recreation, and Culture Committee for an additional term (beginning January 1, 2024
and ending December 31, 2026).

ARCC Chair Oskarsson complimented the ARCC and advised that the ARCC is having a
workshop on January 30, 2024 from 1 to 4 p.m. to discuss the needs and requirements of the
volunteer program.
The Committee recognized the ARCC's efforts and thanked Chair Oskarsson for her leadership.
Mayor Ford spoke in favor of reappointing the members.

5. OTHER BUSINESS
Mayor Ford reported Kenneth Reeves' resignation from the BMRC and explained the plan to have
a replacement appointed at the next Commission meeting. City Clerk Bartle confirmed that the
Commission will also address the BMRC's recommendations from tonight and next Monday's
meeting, as well as reappointments of Mayor Ford and Stephen Ditamore to the BMRC.
The next BMRC meeting is December 4, 2023 at 5:30 p.m.
Discussion ensued about the remaining ESC vacancy, rules for serving on multiple committees vs.
dual office holding restrictions, BMRC membership, and the challenges with Sunshine Laws and
training.

Since owning my property for 37 years and just 6 years ago
built my retirement home here in Atlantic Beach, I as a retired
public servant still want to serve and who better than this great
beach community. Having built my house under all the new
codes and ordinances I am very familiar with them, having had
read them multiple times and being the Oceanwalk
Homeowners Association Board and Chair of the Architectural
Review Committee. The Architectural Review Committee
reviews and approves all exterior changes on the homeowner's
property to make sure the changes are within Oceanwalk for
example, setbacks, lot coverage, and removal of trees.
We have a great beach community and I know many have
served over the years that live here. We all need to be involved
in our community, I need to take my turn and support this
wonderful beach community and its people. I want to support
all of Atlantic Beach citizens no matter what part of the city they
live and make sure we do good for everyone as a whole with
the future effects in mind and not as individuals. After working
30 years in DC, a cement city, I want this beach community to
stay as a beach place with sand, grass, trees, flowers and all
that comes with it for everyone to grow and enjoy.
