A. Review of 90 day calendar
Sarah Boren said the speaker and salon series will continue in 2024. She said she is
looking for speakers and suggestions. She said she will be adding an educational event
about resilience hubs to the 2024 calendar. Members discussed potential events for
2024.

A. City of Jacksonville Resiliency Plan

Mark Gabrynowicz encouraged members to review the City of Jacksonville Resiliency
Plan.
B. City of Atlantic Beach Parks Master Plan
Mark Gabrynowicz reported the city is working on updating the Parks Master Plan. He
encouraged members to provide input. Bruce Andrews said there is a survey to take
online. Discussion about the update ensued.
C. ESC member recruitment
Mark Gabrynowicz said there is an applicant for the upcoming open seat on the
committee. He stated the Board Member Review Committee will meet in the beginning
of December. Discussion about member recruitment ensued.
7. SIGNIFICANT MATTERS ARISING IN SUBCOMMITTEES
A. Outreach Subcommittee
Linda Chipperfield reviewed her proposal on how to use the ESC's sharefile. Patrick
Nobles reported ABE is willing to participate in the 2024 Arbor Day event. He asked
for input on an educational program to do with the students. Members discussed Arbor
Day 2024 plans.
Sarah Boren requested the chair, vice -chair, secretary, and subcommittee chairs come
up with a description of their position.
Sarah Boren suggested moving forward with the "Block Captains". Members were in
agreement.

mitigation.

C. Sustainability and Resiliency Subcommittee
Sarah Boren provided members a copy of the Community Action Plan survey. She
stated the subcommittee has been working hard on getting metrics to update the plan in
2024.
Bruce Andrews mentioned formalizing Friends of the Park. Sarah Boren said she
suggested this topic be included in the Parks Master Plan update. Discussion about a
Friends of the Park ensued.
Daniele Giovannucci stated he has prepared a PowerPoint comparing local
municipalities' ordinances regarding trees. Sarah Boren asked for the presentation to be
sent to the whole ESC. He said he would do that.
8. MAYOR AND/OR STAFF REPORTS
A. Status of Chapter 23 updates
Angela Irizarry reported that the proposed Chapter 23 update with be going to
Commission for discussion and staff is still waiting to confirm a meeting date with the
City Manager.
B. Q4 tree report
Angela Irizarry reviewed the quarterly tree report. Members asked for clarification on
numbers. Angela Irizarry said she will get with staff on any questions.

Linda Chipperfield expressed that she feels mitigation should be based on property
values. Mark Gabrynowicz said this was a topic that should be discussed next time the
ESC looks to update Chapter 23.

Mark Gabrynowicz asked for input on meeting organization and frequency. He also
proposed holding a special called meeting to discuss 2024 priorities. Sarah Boren
stressed that the ESC should submit their priorities to Commission before they being
their priority setting.

5. NEW BUSINESS
A. 2024 ESC Priorities
Sarah Boren read the suggestions for priorities under each subject area, to include
Maritime Forest, Parks and Open Spaces, Beautification of public and private spaces,
Environmental Stewardship, and ESC Organizational Excellence. Members edited the
suggestions then placed their dots next to the priority they would like to vote for. Each
member received 3 dots per subject area. The following priorities were established.

• Plant 150 trees in 2024 (Tree Subcommittee leads)
• Update and strengthen policies and ordinances negatively affecting trees
annually by at least November (Tree Subcommittee leads)
• Expand data and understanding of tree canopy and its benefits via at least 3
actions. (Tree Subcommittee leads with support from S&R Subcommittee)
• Educate about ordinance and benefits of trees at least once a month (Outreach
Subcommittee leads with Tree Subcommittee's help with content)
Parks and Open Spaces:
• Create a Friends of the Park Working Group for each AB park and major open
space (Outreach Subcommittee leads)
• Improve experience in parks and open spaces with at least two significant
actions as well as update and help with the continued implementation of the
Parks Master Plan including connectivity (S&R Subcommitteeleads)
• Expand and convert one/all community centers into a Resilience Hub(s) (S&R
Subcommitteeleads)
• Educate the community about AB parks and open spaces at least once a month
(Outreach Subcommittee leads)
Beautification of public and private spaces:
• Start at least three projects (Tree Subcommittee leads with support from S&R
Subcommittee)
• Explore ways to develop Mayport Road well and in a sustainable,
environmentally -friendly, resilient and attractive manner (S&R Subcommittee
leads)
• Update and pass at least one Policy / Ordinance that improves public or private
spaces (Tree Subcommittee leads)
• Outreach and educate at least once a month about how City is beautifying in an
environmentally friendly manner its public spaces and how
residents/commercial owners beautify their private spaces (Outreach
Subcommittee leads)
Environmental Stewardship:
• Update/pass at least one policy or ordinance and/or improve at least one internal
city practice through staff coordination (S&R Subcommittee leads)
• Work on at least one action item in each focus area of the S&R CAP and plan
for 2027 LEED Recertification (S&R Subcommittee leads)
• Host a Household Hazardous Waste event in AB (S&R Subcommittee leads
with support from Outreach Subcommittee)
• Educate the community at least once a month on environmental stewardship,
sustainability and resilience actions and strategies (Outreach Subcommittee
leads with support from S&R Subcommittee on content)
ESC Organizational Excellence:
• Expand outreach through improved website, social media, newsletter, guerrilla
tactics (e.g., door hangers, yard signs) by improving traffic by 50% (Outreach
Subcommittee leads)

• Increase effectiveness, productivity, and improve satisfaction of ESC meetings,
processes, and funding and measure success via annual ESC self-evaluation
questionnaire overall scores (ESC Chair leads with support from Vice Chair
and Secretary)
• Increase the number of ESC volunteers, subject matter experts, and partners by
at least 20
• Work with City Manager and staff to add environmental stewardship,
sustainability, and resilience to all city employee job descriptions,
responsibilities and/or performance review.
• Identify funding for ESC work and priorities and pursue at least one
opportunity in earnest (S&R Subcommittee leads)
Sarah Boren stated subcommittee's will come up with action items for priorities they
lead.
B. 2024 ESC Priorities for Commission
Members discussed ESC priorities for Commission. Commissioner Kelly provided
input. The following ideas were proposed:
• Create a position or designate an employee to be a dedicated Chief
Sustainability & Resilience Officer for the City
• Review and address issues associated with stormwater management,
impervious codes, and redevelopment/overbuilding including unintended
consequences
• Developing a Seminole Road gateway -improvement plan
• Baker Center and Lifeguard station.
• Resiliency items need to be included in CAP
• Identify 3 potential partials for city acquisition.
Members decided to refine ESC Priorities for Commission at the regular December
meeting.
C. 2024 ESC Structure/Organization (improve committee structure to improve
processes and accomplish more work)

S.A. Water & Energy Benchmarking Program update (Priority 1C) – Sarah
• Gathering information --Public Utilities has info on all water bills, highest users, but not responding.
Amanda will ask again. May put program on hold till 2024. May consider a New Years campaign,
e.g. native plants use less water.
S.B. AB Ambassadors Program update (Priority 2A) – Sarah
• Discussion on name ideas—Neighborhood Captain, Neighborhood Communicator, Block Captain,
Green Team. Waiting on more. Need to emphasis advocacy.
• Volunteer management --Need to describe tasks clearly for Habitat to communicate.
• Suggestion to add parks --Gretchen is willing to work on Friends of the Park. Suggestion to have one
meeting with all parks then breakout sessions for individual parks.
S.C. AB -Verified Tree Services (Priority 2B)—Linda
• Materials for title company and new owner outreach—Linda to draft before the next meeting.
• Title Company Lunch & Learn—Kevin to lead.
• Added agenda item: Anonymous suggestion box --Suggested updating existing comment page
until the ESC website is redone. Linda to ask Kevin if we can tweak the tone of it.

• Decision to keep series at monthly.
5.F Arbor Day planning (Priority 5A) --Patrick
• Flag raising --25 AB BGG students at 9am. Need confirmation from the mayor.
• Community Center discussion of ideas—
■ Plant a tree at Center.
■ Challenge people to find heritage trees—Geo-Caching.
■ Tree location/recognition/measuring with Google Maps. Launch Jan 1 and end on Arbor
Day. Sarah to ask teacher about scaling activities by grade level. Kevin can contact Boys
& Girls clubs for leadership.
• Patrick to work with Amanda on details for both, pass out volunteer sign-up sheet at next ESC.
Linda to send Patrick last year's flyers. Amanda to handle mayor's proclamation.
5.G. Earth Day planning (Priority 5A) — Anastasia
• Sarah shared contact list, Google doc is built, vendor email is drafted. Anastasia working on
budget, meeting with Julie about greening vendor packaging and give-aways. Need to inventory
bags and t -shirts. Eco -eclectic shop owner Sarah Fagen could help vendors be greener.
5.H. Demonstration Garden update (Priority 5B) — Anastasia
• On 2024 plan. Anastasia talked to John Hawley at Rockaway. Linda recommended Maverick
Moody, a local gardener, to help.
5.1. Annual Awards program (Priority 5C)
• Dec 5 from 6-8 p.m. Sarah to do schedule and draft nominations form. Sarah investigating
donations.
5.J. Welcome Kit update (Priority 5D)—Amy
• Kevin said he still has to work on this. PPT template for other departments/committees is done.
Sarah suggested an environmental citizens guide.
5.K. Newsletter (Priority 5D) — Sarah
• 2 more being published this year. Sarah needs someone to take over next year. 930 recipients
but very few click-throughs. Discussion on how to make it a quicker read. Consider a monthly
focus area.

• Done but continually improving it.

Sarah Boren reviewed the ESC priorities organized by subcommittee and facilitated
discussion and decisions on what actions would be taken for each focus area of the
Sustainability and Resilience Community Action Plan. Post meeting Boren was charged
with putting decided priorities into a workplan with timeline format to be circulated back
to the subcommittee members for review before submitting for ESC December agenda
packet.

my storm water retention swale is unnecessary and
makes part of my lot unusable. I understand the need on
small lots that are maxed out on impervious coverage, but
large lots with plenty of pervious area should be able to
apply for a waiver.

I would love to explore novel ways to incentivize
homeowners to keep trees on their properties post
purchase (^'5 years). I think it would be helpful to think
about better ways to prevent developers and short term
owners from removing trees and then selling their
properties to new homeowners. I think we should think
about how we can better engage micro communities
(blocks for instance) to be better environmental stewards
(ex: irrigation water runoff by blocks). In general, I think
we should think about innovative ways to engage the
community by creating hypotheses about how we can
reach our objectives and test different ways of getting to
that outcome and the recommend the city adopt the most
beneficial way.

ESC submitted changes to strengthen Chap 23 to
Commission to consider in 12/23 or 1/24 and asking
Commission to make this a 2024 Commission priority

There are many reasons the City needs to cut trees and
shrubbery (e.g., safety, utility maintenance). ESC will
continue to work with the Public Works department to
improve processes and communicate better with the
community.

Enabling planting anywhere in your yard will be
considered by Commission either in December 2023 or
yard. January 2024 as one of several updates to Chapter 23.
With AB pretty much all built out and getting
redeveloped often lot line to lot line (setback to
setback), we need as much pervious area as we can get
to encourage on site storm water management. We do
recognize few people like swales and that they conflict
with other aspects of our code. Addressing these issues
is an ESC 2024 priority.

ordinances. We will look into other beaches efforts on
impervious percentages.
We have considered this in the past and will put back
on drawing board. There were concerns about how to
enforce and what do during hot months, especially
extreme heat days.

Can real estate ads be set to a standard that forbids

I'm puzzled about why there seems to be no action on

Consolidate your efforts so people will pay attention. I
receive a lot of emails and information from the ESC and
multiple initiatives that it is overwhelming and it is
fatiguing. The subcommittees can go away and have you
all focus as a group. You will get more traction from the

We are very passionate about our tree canopy and
maintaining AB's livable / high quality of life character.
ESC has proposed recent updates to Chapter 23 which
is the ordinance that protects our trees and try to
balance what the whole community wants trees and

COAB has existing Florida friendly landscaping and
landscape irrigation in Section 24-177. Codes could be
strengthened and more education to the community.

things done and that is why the Tree Subcommittee
was created at ESC's founding to review tree permits,

This is an amazing committee but I have heard negative
comments because of how much the info is being pushed

The tree code is very important but has anyone taken
time to look at each area and that maybe some changes
need to be made?
When trees on COAB property or road medians must be
taken down, or fall down, the city should quickly grind the
stump and replace the tree using money from the tree
fund. This has not been the case for the tree that fell
down in the median in front of my home.

ESC just compiled several changes to the tree code to
strengthen and simplify it a bit. These changes will go
in front of Commission this December or January. ESC
has added annual review of Chapter 23 a priority rather
than wait for staff to open it up when something comes
up.

assistance from an adjacent neighbor to water tree.
COAB does not have the staff to water trees in separate
locations across the city.
When the city wants to purchase land for any reason, the
ESC should insist that a tree survey by a qualified expert
be done to insure that regulated trees are not taken down
by the COAB.
The greatest environmental threat going forward is sea
level rise, combined with increasing storm surge and
rainfall. Resiliency strategies must be developed, planned
and budgeted in a multi -decade framework. This will
require creative long-term thinking, not the year-to-year
nearsighted approach used today. Economics must be
considered, but it should not be the only driving force.
Increased TNS and humane euthanasia. I travel around
AB for my work and see the carelessness of residents with
their cats on a weekly basis. Apartment complexes with
several stray cats, Dutton Island has had several, and
some homes with free roaming cats all contribute to the
problem. They kill wildlife, pollute with their feces and
urine, and endanger our pets. Stray/feral/unwanted cats.

Consider investigating International Dark Sky approach for
responsible outdoor street lighting (specifically the bright
LED street lights that were replaced in a one size fits all

We agree! Thanks to the COAB City Engineer, AB now
has several resiliency projects in its Capital
Improvement Plan (CIP) for many years in the future —
resiliency projects take lots of planning and money.

Adaptation Plan website. ESC has also added a
resilience education campaign to its 2024 priorities.

This certification was looked at back in 2019 and
deemed too hard to achieve given our proximity to
Jacksonville but we will look again at whether we can
take parts of the approach and implement.
Hanna Park is not within City of Atlantic Beach's

Parking lot by the north/mayport poles. Maybe build a
three walled, single roof, open barn -type shelter for the
dumpsters to help prevent rust from above and beside.
Though some thought would need to go into how the
animals are affected by this. Vultures and raccoons
frequent the dumpsters and could be dangerous if caught
inside the shelter while park staff is working in close
quarters with them. It is a very littered area that attracts
stray cats.

I'd like to see more tree plantings and beautification
projects. Butterfly gardens, educational signage, native
plantings, improved maintenance of current landscaped
areas. There seems to be a large focus on policy, and
although that is commendable I'd like to see some
actionable items that enhance the aesthetics of the
community through plantings in our right of ways, parks
and other common areas.
Instead of the speaker series which may not appeal to
everyone, a hands on workshop would be fun. How to
start an herb garden, how to compost at home, planting
pollinators. I think these sorts of things will engage with
more of the community.
The trees planted for mitigation in public property need to
be managed and inspected. This is alarming and should be
a huge topic of discussion. If these trees are not
succeeding then there is no purpose of the tree
protection ordinance. Keep up the hard work!

ESC has a 2024 goal of planting 150 trees and starting at
least three beautification projects. Just in October 2023
alone, City/ESC planted 42 trees on public property (39
on Donner & 3 near city hall) and 23 adopt a trees on
residential lots. We partnered with Master Gardeners
to set up a butterfly and native demonstration garden
near city hall last year and are planning a tree and
native plant demonstration garden in 2024. We
continue to try to push for native plants in the City's
landscaped areas and right of ways yet sometimes run
into budget and maintenance issues and preferences
with city departments.
Love this idea! Will try to implement in 2024.

My suggestions have to do with our beach as I have been
one of many gathering trash.
1. Eliminate the pvc pipes that are placed at the beach
access and replace them with a natural material; bamboo,
wood, etc.
2. Eliminate the use of the yellow plastic rope fed through
the pvc pipes to keep beach goers from the dunes. The
rope shreds and the bits of micro plastic are in the sand
and ocean. A Cotton or hemp rope or twine should be
used instead.
3. During re -construction of the wooden walkovers, steps,
and ramps carpenters left the plastic tabs stapled to the
end of the planks. Eventually the tabs dry out, break off,
and end up in the sand and ocean. Contractors should be
told to remove the plastic tabs and properly dispose
before bring the planks to the site.

Resiliency, resiliency, resiliency! There's been a lot of talk
lately about decreasing the permeable surface area of our
lots from 55% to 50%. Our permeable surface area is our
first line of defense against floods. The more permeable
surface we have, the less runoff we have going into our
neighbors yards and into our streets. Also, more
permeable surface we have means less investment
required for large drainage projects and retention ponds.
Bottom line: If we start compromising on our permeable
surface requirements, truly our first line of defense
against flooding, we might as well give up on our entire
flood control projects and let Mother Nature take what
she will. Just don't yell at your neighbor if his runoff
floods your house. BTW, I'm told that Neptune Beach and
Jacksonville Beach have more restrictive permeable
surface requirements than Atlantic Beach does.

the meeting discussing these, but I think it would be beneficial for other committee members to familiarize themselves (when convenient)
for when the discussion does come up.
As requested, I have been collecting and reviewing other ordinances to assess how they enforce stronger regulations for tree removal.
While some of these ordinances have great components that we could work towards, I would like to take the opportunity to commend
COAB, staff, and the iterations of Chapter 23. There are aspects of our code that are stricter (mitigation ratios/etc) than some of these, and
we should be proud.
I am still working through them, but some of the highlights include:
-Calculating mitigation fees based on the site's appraised land tax value (per Linda's request to investigate viability)
-"Banned" areas for removal - defined as "critical areas"
-Preserving canopy that has "contiguous" canopy to avoid fragmentation of canopy (see below)

-Has City arborist / urban forest planner on staff to review all permits/check arborist's letters
-Defines "critical areas" --tree removal is completely banned besides hazard /nuisance trees (Could COAB explore adopting critical areas?
i.e. heavily vulnerable to flooding, erosion, park corridors?)
-if they maintain over 50% trees, no fees are required
-Can remove anything under 6 inches without permit
-35% maximum lot coverage for development
-Cannot opt for fees. They have to show why it is infeasible to mitigate on-site.
