Measurement. Where floor area determines the amount of off-street parking and loading required, the
floor area of a building shall be the sum of the horizontal area of every floor of the building. In places of
public assembly in which occupants utilize benches, pews or similar seating, each twenty-four (24) lineal
inches of such seating, or seven (7) square feet of floor area where no seating is provided, shall be
considered one (1) seat. When computations result in requirement of a fractional space, a fraction equal
to or more than one-half (½) shall require a full space.
