CALL TO ORDER AND ROLL CALL Mark Gabrynowicz called the meeting to order. Linda Chipperfield called the roll. 2. APPROVAL OF AGENDA Sarah Boren requested to add Volunteer Management under item 10 and State Advocacy under item 8. 3. COURTESY OF THE FLOOR (5 MINS.) City Manager Killingsworth introduced himself to the committee. Members introduced themselves and stated why they are on the ESC. 4. CONSENT AGENDA A. Approval of the October 11th minutes B. Outreach Subcommittee Report C. Tree Subcommittee Report D. Sustainability and Resiliency Subcommittee Report MOTION: to approve the consent agenda Motion: Sarah Boren Second: Linda Chipperfield Environmental Stewardship Committee (ESC) November 8, 2023 Page 1 of 5 A vote was not recorded. There was no dissent. Motion passed unanimously 5 to 0. 5. 90 DAY CALENDAR A. Review of 90 day calendar Sarah Boren said the speaker and salon series will continue in 2024. She said she is looking for speakers and suggestions. She said she will be adding an educational event about resilience hubs to the 2024 calendar. Members discussed potential events for 2024. 6. CHAIR REMARKS A. City of Jacksonville Resiliency Plan https://drive.google.com/file/d/lj2leOUZoeX hafPlknlOdQZlvY5QsALm/view Mark Gabrynowicz encouraged members to review the City of Jacksonville Resiliency Plan. B. City of Atlantic Beach Parks Master Plan Mark Gabrynowicz reported the city is working on updating the Parks Master Plan. He encouraged members to provide input. Bruce Andrews said there is a survey to take online. Discussion about the update ensued. C. ESC member recruitment Mark Gabrynowicz said there is an applicant for the upcoming open seat on the committee. He stated the Board Member Review Committee will meet in the beginning of December. Discussion about member recruitment ensued. 7. SIGNIFICANT MATTERS ARISING IN SUBCOMMITTEES A. Outreach Subcommittee Linda Chipperfield reviewed her proposal on how to use the ESC's sharefile. Patrick Nobles reported ABE is willing to participate in the 2024 Arbor Day event. He asked for input on an educational program to do with the students. Members discussed Arbor Day 2024 plans. Sarah Boren requested the chair, vice -chair, secretary, and subcommittee chairs come up with a description of their position. Sarah Boren suggested moving forward with the "Block Captains". Members were in agreement. B. Tree Subcommittee Environmental Stewardship Committee (ESC) November 8, 2023 Page 2 of 5 8. Bruce Andrews reviewed the variance request at 275 5th Street to reduced required tree mitigation. C. Sustainability and Resiliency Subcommittee Sarah Boren provided members a copy of the Community Action Plan survey. She stated the subcommittee has been working hard on getting metrics to update the plan in 2024. Bruce Andrews mentioned formalizing Friends of the Park. Sarah Boren said she suggested this topic be included in the Parks Master Plan update. Discussion about a Friends of the Park ensued. Daniele Giovannucci stated he has prepared a PowerPoint comparing local municipalities' ordinances regarding trees. Sarah Boren asked for the presentation to be sent to the whole ESC. He said he would do that. MAYOR AND/OR STAFF REPORTS A. Status of Chapter 23 updates Angela Irizarry reported that the proposed Chapter 23 update with be going to Commission for discussion and staff is still waiting to confirm a meeting date with the City Manager. B. Q4 tree report Angela Irizarry reviewed the quarterly tree report. Members asked for clarification on numbers. Angela Irizarry said she will get with staff on any questions. Mark Gabrynowicz said this was a topic that should be discussed next time the ESC looks to update Chapter 23. C. State Advocacy This item was not discussed. 9. OLD BUSINESS A. Beach Avenue Property This item was not discussed. 10. NEW BUSINESS A. Schedule of a Specials ESC meeting to discuss: • Updates to organization • ESC 2024 priorities • ESC budget Mark Gabrynowicz asked for input on meeting organization and frequency. He also proposed holding a special called meeting to discuss 2024 priorities. Sarah Boren stressed that the ESC should submit their priorities to Commission before they being their priority setting.
