A. Approve minutes of the July 26, 2022 Cultural Arts and Recreation Advisory
Committee meeting.

A. Expansion of the Gail Baker Center Update - Mayor Glasser

This is a priority in the City. It's going through a different process than other Capital
Improvements. The city pays a lot of money to Jacksonville, and in return we get county
services. The Commission met to prioritize what they should ask Jacksonville for help
with 2 years ago —
1. The Lifeguard Station rebuild — as the beaches are a regional draw
2. The expansion of the Gail Baker Center — sits on the border of Atlantic Beach
and the North Beaches. There are a lot of people from outside of Atlantic Beach
that take advantage of that Center. This would be considered a county service.
We don't have a Senior Center in the North Beaches. The closest is in Jax Beach, the
Betty Furlong Center.
We are catering to a different demographic than other Centers.
The expansion would provide more programming to the Baker Center. Currently it
hosts Senior Activities, an Afterschool Program, a Summer Camp, and other
program. It doesn't have the space and the city has outgrown it.
We have gotten positive feedback from Jacksonville. We haven't gotten the funding
yet, but we're pushing it hard this year.
The Commission prioritized the Lifeguard Station and Baker Center from the funds
originally allocated for the possible purchase of Johnston Island. The Lifeguard
Station was approved and we renewed the request specific to the Baker Center in
2022. It now goes to the City Council to get it into the Parks budget and the
Commission is working closely with the City Council on this.
There are currently no plans for the expansion. We need to find the money first.
Using the money from the Johnston Island project, was not something where you
could take the money out of one account and put it in another. The lawyers took care
of that. Money was received for the Lifeguard Station and we asked for $500,000 for
the Baker Center. Not sure what it will cost us, but the bulk will come from
Jacksonville.
Need to get this in the Staff Report.
We originally asked for an expansion, but we are prioritizing senior services. The
seniors currently cannot meet at the Baker Center during the summer because of
summer camp. They are meeting at the Adele Grage Center, but they would rather
stay at Baker throughout the year.
B. Grant Application Submissions
4 applications so far and 2 pending applications. There are still a couple groups that still
need to submit their final reports. There are 2 '/2 weeks left until the deadline.
Waiting on Melissa for the final budget approval.
Agreed to keep the deadline of August 22nd, even with the 1 week delay.
Presentations will be done at September 8 from 9 a.m. - noon and from 3:30-5:30
p.m. on September 13th. Following the second meeting, will be CARAC's regular
meeting.
C. Civic Rec Update
All recommendations from the last meeting were adjusted on the webpage. Be sure to
email any new recommendations to staff. Staff are continuing to update as well.

D. Grant Recipients Final / Progress Report
Still have a few outstanding reports from former Grant Recipients. We will email the
Final Reports when received.
Mayport Middle delay is due to staff turnover at the schools or organizations, former
staff are trying to get current employees up to speed on the process and are going through
a transitions, which is causing difficulty getting the final report turned in. They have
been communicating with staff, and staff are assisting to get the reports turned in. Please
let staff know if emails are not being received.
E. Revised CARAC and Youth Council Resolution
Mayor Glasser: On the revision, there are some sunshine and administrative issues
pertaining to the Youth Council, that Mayor recommends the resolutions could be broken
into two portions because the Youth Council portion is not ready yet and also that the
Youth Council is a different entity than CARAC. Youth Council is excited to get started
and will not get stopped by the resolution.
The resolution has been revised numerous times, and staff recommended a revision
to the duties of CARAC.

resolution, as written.

NEW BUSINESS
A. Active Programs in the Recreation Centers
Staff request to table this portion to gather what the Center Managers plans for
programming and to present at the next meeting prior to the Grant Presentations. The
programs will be emailed in advance with the details of what each Center provides so
that we have a variety of programs and are not overextending our Community Centers
and programs.
