A RESOLUTION OF THE CITY OF ATLANTIC BEACH, SUPPORTING THE
RECOMMENDATIONS OF THE STATE ROAD A-1-A ARTERIAL
INVESTMENT STUDY COMMITTEE OF THE FLORIDA DEPARTMENT OF
TRANSPORTATION TO THE JACKSONVILLE METROPOLITAN PLANNING
ORGANIZATION
WHEREAS, a State Road A-1-A Technical Steering Committee was established to review
alternatives, public comments and draft recommendations of the State Road A-1-A Technical Study
Team; and
WHEREAS, the purpose of such study was to improve the quality of life and economic
viability of the beach communities through increased mobility, and to present and evaluate strategies
which promote broader choice of all transportation modes; and
WHEREAS, the study effort, which included extensive public participation, considered
existing conditions, evaluations of future strategy alternatives, and involved consideration of auto,
transit, bike and pedestrian modes of travel; and
WHEREAS, future travel demand projections have been based on recent traffic growth
trends, and future population and employment projections; and
WHEREAS, four alternatives were developed and evaluated, in addition to a No Action
alternative; and
WHEREAS, a combination of the alternatives is recognized to be the best solution; and
WHEREAS,the Jacksonville Metropolitan Planning Organization, through the Long Range
Plan Process, should evaluate existing and additional alternative corridors west of the Intracoastal
Waterway to determine if alternative corridors would be effective.
NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS:
SECTION 1. The City Commission of the City of Atlantic Beach hereby endorses the
recommendations of the Florida Department of Transportation State Road A-1-A Technical Study
Committee to improve traffic flow on State Road A-1-A, also known as Third Street.
SECTION 2. That said recommendations include median improvements, more sidewalks,
more bike paths,better management of automated signals at key intersections along State Road A-1-
A, improving Transportation System Management, increasing mass transit availability.
SECTION 3. The City commission of the City of Atlantic Beach recognizes that the
recommendations represent the best balance of technical analysis and public input within the defined
area of the study.
