Resolution No. 24-14RESOLUTION NO. 24-14 A RESOLUTION OF THE CITY OF ATLANTIC BEACH, FLORIDA, AUTHORIZING THE CITY TO AMEND ITS DESIGN -SERVICES CONTRACT WITH ACON CONSTRUCTION TO COMPLETE DESIGN - BUILD SERVICES FOR THE RECONSTRUCTION OF THE ATLANTIC BEACH OCEAN RESCUE STATION; AUTHORIZING THE CITY MANAGER TO EXECUTE CONTRACTS AND PURCHASE ORDERS IN ACCORDANCE WITH AND AS NECESSARY TO EFFECTUATE THE PROVISIONS OF THIS RESOLUTION; AND PROVIDING AN EFFECTIVE DATE. WHEREAS, the Atlantic Beach Ocean Rescue Station was constructed in 2000 and had numerous water leaks before it was renovated in 2019; and WHEREAS, the building has been professionally tested and reports have shown persistent elevated mold spore counts present in the wall spaces of the building; and WHEREAS, Atlantic Beach Ocean Rescue has increased its service level to the public and has increased the number and diversification of its workforce such that the existing single restroom facility is inadequate; and WHEREAS, the equipment Atlantic Beach Ocean Rescue uses during its daily operations is wet at the end of the day and needs to be more appropriately stored to help reduce the level of humidity in the station, and Ocean Rescue's vehicles should be stored on site for rapid deployment to the beachfront when needed in an emergency; and WHEREAS, during instances of lightning and rainstorms, the space available inside the current lifeguard station is often insufficient to house the number of lifeguards working along with participants of junior lifeguard summer camps; and WHEREAS, City staff comprised of subject -matter -experts in engineering, planning, public safety and ocean rescue have reviewed the existing building conditions, the current site of the lifeguard station, and the programmatic needs of the Atlantic Beach Ocean Rescue corps and found there to be compelling reasons and sufficient space to improve and enlarge the existing lifeguard station; and WHEREAS, the City of Atlantic Beach has a design -services agreement with ACON Construction to complete 30% design services. Based on the design, ACON Construction developed a guaranteed -maximum price proposal of $1,173,863 to complete the final design and to construct all renovations; and WHEREAS, funding for this project is in place and/or is being established via City of Jacksonville Ordinances 2021-504-E and 2024-164; the City of Atlantic Beach FY 2023-24 operating budget; and City of Atlantic Beach Ordinance No. 20-24-172. Resolution No. 24-14 Page 1 of 2 NOW THEREFORE, be it resolved by the City Commission of the City of Atlantic Beach as follows: SECTION 1. The City Commission hereby authorizes the City to amend its design -services contract with ACON Construction to complete design -build services for the reconstruction of the Atlantic Beach Ocean Rescue Station. SECTION 2. Funding for this project is in place and/or is being established via City of Jacksonville Ordinances 2021-504-E and 2024-164; the City of Atlantic Beach FY 2023-24 operating budget; and City of Atlantic Beach Ordinance No. 20-24-172. SECTION 3. The City Commission hereby authorizes the City Manager to execute contracts and purchase orders in accordance with and as necessary to effectuate the provisions of this resolution.
