87-21 v INTRODUCED BY MAYOR HOWELL AND COMMISSIONER COOK RESOLUTION NUMBER 87-21 WHEREAS, the Board of Trustees of the Internal Improvement Trust Fund is vested with title to all sovereign beaches within the State of Florida and that said title is held in trust for the citizens of Florida under Article X, Section 1 1 , of the Florida Constitution and Chapter 253, Florida Statutes, and WHEREAS, the beaches of Florida constitute this state' s greatest recreational and economic resource and the Legislature has given increasing importance to management of state beaches including acquisition, protection, restoration and use, and WHEREAS, public beach access plays an essential role in the use and enjoyment of the beaches and the opportunities and issues of public beach access vary along the state's shoreline and the quality and quantity of public beach access has a direct impact on local economies and the quality of life in the community, and WHEREAS, beach access programs and the problem of inadequate access will become worse and solutions will become more difficult and expensive as time progresses, and WHEREAS, the City Commission of Atlantic Beach recognizes that it is essential to balance the rights of private property owners with those of the public and will encourage and promote incentives to provide public beach access, and WHEREAS, the City Commission will acquire only the interests necessary to provide beach access and will ensure the surrounding property owners that such access rights- of-way will be constructed and maintained in a manner aesthetically compatible with the surrounding property.
