stration of Public Works, Project #k962, under the direction
and supervision of Hills and Youngberg, Engineers, for the

WHEREAS, 'c:.he processes of shore erosion over the many years
have now. Lowered the beach level to such an v~•~ent that the
seawall is dangerously undermined and natural processes have
not restored the beach su£ciciently to pro-c.ect the wa11 from
collapse, and
WHEREAS, during the storm of October, 1947, approximately
390 feet of seawall collapsed and fe11 for~rard on the beach,
and
WHEREAS, the storms of sate i~ovember and ear?y December, 1962,
again dangerously lowered the beach expasing the seawall to
further possible collapse, during which t~.me the neighboring
cities of Jacksonville Beach and i~eptune Beach .suffered great
and irreparable damage and wherefore, under .Public S,aw X87.5
said cities of Jacksonville Beach and i3eptune Beach. were de-
clared disaster areas, c~uali_~ying said communi ties for emergency
disaster xeiief including emergency repairs ~i:.o their seawalls
and restoration by artificia'r nourishment to their beaches and

ydHEREAS, the current storms and weather condi=~,ions of February,
1963, are further Lowering the level of the beaches and have
caused two vehicular xamps through the Atlantic Beach seawall
to collapse and become useless and have further put in jeopardy

thousands of yards of fill materials bea.ng lost through ruptures

WHEREAS, the City-of Atlantic Beach has upended several. thousands.
of dollars in man hours and equ~.pment time iii attempting to pro-
test the seawall and its cii~.~ens and also that ocean front
property owners have spent countless sums of money ~.n work and
materials to protect their homes and. property. and
T~THEI2EAS, a state of extremo emergency now e~.~sts, a continuation
of present storm conditions *~raould render thr: collapse of the
seawall imminent,- and
t~7IiEREAS, the ccallapse of the seawall wild. br:~ng about an emergency

the United States to declare the City of Atlantic Beach, Florida,
