Chairman MacDonell called the meeting to order at 7:00 p.m. He asked for
comments or corrections to be made to the minutes of January 16, 1986. There
being none, Mr. Howie motioned that they be approved as presented. Mr.
White seconded the notion which carried unanimously. Mrs. Kerber was absent
from the meeting and abstained from voting on the minutes.

NEW BUSINESS
A. Request for Side and Rear Setback Variance; Lot 12, Block 40, Atlantic
Beach Suvdivision A; 1098 Beach Avenue; Douglas C. Miller
Mr. Miller introduced himself and stated that he proposed to construct an
attached garage to his home which presently extends into the required side
yard for a corner lot. He stated that he wanted to keep the garage in line
with the existing building which is 5' from the 11th Street property line, and
extend into the backyard leaving a 10.6' setback. He noted that the code would
permit construction of a detached garage within 5' of the back property line.
He stated that he had written statements from the nearby property owners and
that they did not object.
Mr. George Bull, Jr. , 47 Eleventh Street, stated that Mr. Miller had greatly
improved the property since he purchased it. He gave his full support of the
proposed garage.
The Board considered the Findings of Fact as established by the Code. Mr. Howie
rationed to approve the request. Mr. White seconded the motion which carried
unanimously.

B. Request for Side Setback Variance; Lot 841, Saltair Section 3;
Roger Joseph
Mr. Joseph, 4737 Dellwood Avenue, Jacksonville, stated that he proposed to
construct a 32' x 32' office building on the property. He stated that the
code provided for 10' side yards and that he proposed to have 13' on the
east side and 5' on the west side. He noted that the adjacent building
is built on a zero lot line and actually encroaches his lot by 4".
There was a general discussion on the pervious concrete Mr. Joseph planned
to use for the off street parking areas.
The Board considered the Findings of Fact as established by the Code.
Mrs. Kerber questioned whether number 4 of the Findings of Fact applied in
this case. Chairman MacDonell felt that the adjacent building, constructed
on the property line, created a hardship on Mr. Joseph. Mr. Howie motioned
for approval of the request. Chairman MacDonell seconded the motion which
carried unanimously.

There being no further business to come before the Board, Chairman MacDonell
adjourned the meeting at 7:40 p.m.
