The meeting was called to order at 7 : 02 p .m. , by Chairman
MacDonell . A roll call noted that all Board members were
present. The Board welcomed Mr. Samuel T. Howie to the
Board, replacing Mr. George Bull , Jr . , who had accepted
a position on the Codes Enforcement Board.
There being no coumients or corrections to be made to the
minutes of the meeting of August 16 , 1984, Mrs . Kerber
motioned that they be approved as presented. Mr. Tassone
seconded the motion which carried unanimously .

NEW BUSINESS
Request for Variance - Mr. and Mrs . Scott Griswold
511 Ocean Boulevard
Scott Griswold introduced himself and stated that they
wished to add onto an existing non-conforming accessory
building presently used for storage . He stated that it
was constructed 22 feet from the rear property line and
that the present zoning requires 5 feet. He added that
they wished to have enough room to park two cars .
Mrs . Kerber asked if the records had been researched as
to a similar request by the previous property owner .
Chairman MacDonell replied that in 1978 Mr. Hutto, the
previous owner , had applied for a variance to extend the
structure to the east property line . He stated that the
request was denied.

Chairman MacDonell stated that it appeared to him that the
Griswolds were suffering a hardship . He stated that the
accessory building was built approximately 80 years ago and
that automobiles in that era were not as wide as they are
now. He added that they would not be encroaching the
setback any further than the existing building already was .
Mr. Tinsley agreed that they were suffering a hardship and
added that the Griswolds should be able to utilize their
property.
There being no further discussion on the matter , Mr. Tinsley
motioned that the request be granted. Mr. Howie and Mr .
Tassone seconded the motion which carried unanimously .

Request for Variance - Nancy L. Vermeulen,
331 Seventh Street , Atlantic Beach
Nancy Vermeulen introduced herself and stated that she was
requesting a variance to build a duplex on a 70 ' X 102 ' lot
and that the zoning required 75 ' width for a duplex. She
stated that when she purchased the lot , last January, she
had planned to build a single family home. She stated that
the lot was bordered by a church on one side and the Foriegn
Legion and an aluminum recycling semi-truck on the other.
She stated that a duplex would be a better buffer under those
conditions .
Chairman MacDonell asked if Ms . Vermeulen was aware of the
zoning requirements when she purchased the lot .
She stated that she knew it was zoned for dupelxes but she
was not aware of the lot size requirements .
Chairman MacDonell stated that she had a good point but the
commercial uses were there when she purchased the lot . He
added that there is a great deal of vacant land around this
lot and that if she really wants to build a duplex she
should look into purchasing another lot or a portion of a lot .
He added that if the Board granted this variance they would
be setting a presidence for similar requests .
Mr. Moss stated that the City was presently conducting a
land use study for the area along Mayport Road from Atlantic
Boulevard to Church Road. He stated that they may consider

the entire zoning in that strip along Mayport Road and that
it is conceivable that future proposals may effect this lot.
Mr. Moss then stated that duplexes are not always good
buffers . He said that these days they are usually two single
family homes (townhomes) with two different owners rather
than a duplex for rent.
There being no further comments or questions , Mr. Tinsley
motioned, with regret, that the request be denied. Mrs .
Kerber seconded the motion which carried unanimously.

MISCELLANEOUS BUSINESS
Mr. Moss thanked Mr. Tinsley for his sixteen years of service
on the Board of Adjustment, noting that he had asked not to
be reappointed for another term.
After a general discussion, Mr. Tinsley motioned that the
meeting be adjourned. Mr. Howie seconded the motion. By
unanimous vote , the meeting was adjourned at 7 : 44 p .m.
