The meeting was called to order at 7:04 p.m. by Chairman MacDonell. A
roll call indicated that all Board members were present except Mrs. Kerber
Who arrived at 7:09. The Chairman asked if there were any comments or
corrections to be made to the minutes of the meeting of April 18, 1985.
Rose Blanchard motioned that the minutes be approved. Samuel Howie
seconded the motion which carried unanimously.

NEW BUSINESS
Request for Variances - Aquatic Gardens Subdivision
Tom West, Tom West Homes, Inc, Pante Vedra Beach, stated that they have
two separate variance requests. The first is a variance to permit a
3' x 8' attached storage room to encroach the rear setback. He stated
that it would extend into the setback 8' and that it would act as a
divider between the units, giving privacy to the back yard patios. He
stated that the storage area is a necessity and added that the code permits
a detached storage shed within 5' of the rear property line.
Rose Blanchard asked if the patio would be covered. Mr. West replied that
it would not be covered.
Mr. Howie motioned to approve the request.
Chairman MadDonell felt that it was somewhat of a hardship due to the City's
parking ordinance which does not permit offstreet parking in the front
setback. He stated that in order to meet the parking requirements the units
have to be pushed back 40' , leaving a small back yard. He also felt that
the City is in favor of anything that helps keep debris and clutter out of
the yards.

Mrs. Kerber asked the depth of the lots. Mr. West replied that the lots
were 100' deep.
Chairman MacDonell called a vote. The motion carried unanimously.
Mr. West addressed the second request. He stated that from a marketing
standpoint they need to build a 3 bedroom/2 bath unit but the lots are
not wide enough. He stated that they were requesting a side setback
variance to permit construction within 9' of the side property line
rather than the required 15' . He added that there would be 18' between
the buildings, which he felt was sufficient for fire and police protection.
Mrs. Blanchard asked why they don't build three-3 bedroom/2 bath units
instead of four units. Mr. West stated that when they acquired the
property, it was already platted and the water and sewer services and
the underground electrical services were already in.
Mrs. Kerber asked why they don't build only 2 bedroom units, making each
one a little larger. Mr. West stated that the market is projected at
Navy families and that they have an average of 2.3 children. He added
that the 3 bedroom unit has 1,250 square feet of living area.
Mr. Howie motioned to deny the request. He felt that the Board would be
setting a precedent if the request was granted. Mr. Tassone seconded
the motion. Mr. West withdrew the request.
Chairman MacDonell stated that, had the project been under a planned
unit development, they would have the freedom to change the setbacks.
The Chair called a vote. The motion to deny the request carried unanimously.

MISCELLANEOUS BUSINESS
There was a lengthy discussion on the location requirements for offstreet
parking. Chairman MacDonell stated that the ordinance was inacted to
prohibit residents from enclosing their garages and carports and leaving the
cars and debris in the front yard. He felt that, with the newly formed Codes
Enforcement Board, that would no longer be a problem.
No action taken.
There being no further business before the Board Mr. Howie motioned that the
meeting be adjourned. Mrs. Blanchard seconded the motion which carried
unanimously. The meeting was adjourned at 7:37 p.m.
