The Chairman called the meeting to order at 7:16 p.m. He stated that approval
of the minutes of the meeting of November 7, 1985 would be deferred until
the next meeting. He called attention to the New Business before the Board.
NEW BUSINESS
A. Request for Variance of lot area requirement; Lots 1-6, Block 195 and
Lots 1-6, Block 196, Section H; by John Cha-Hong Tsai; to permit construction
of 10 duplexes on 64' lots rather than 8 duplexes on 75' lots as required
under the RG1A zoning.
Chairman MacDonell stated that he had consulted the City Attorney on the
matter and that they felt the request actually amounted to a zoning change
and that the Board would be taking zoning authority away from the Commission.
He suggested that Mr. Tsai apply for rezoning rather than variances.
Mr. Tsai asked the Board to consider granting a variance on the south 45' of
Lot 6 of each block: this would permit him to build 3 duplexes on 75' lots
and one single family home on a 50' lot and one single family home on a 45'
lot,on each block. He added that he wanted an alternative when doing the cost
analysis; that due to the changing market conditions, it may be better to
build 3 duplexes and 2 single family homes rather than 4 duplexes.
Mr. White felt that Mr, Tsai should do the cost analysis first, and if he
determines it would be better to build single family homes, then come to the
board and ask for a variance. He added that it is hard for the Board to
justify that he is suffering a hardship if he has an option.
After a lengthy discussion Mr. White motioned to grant the variance to permit
construction of a single family home on the south 45' of Lot 6, Block 195 and
a single family home on the south 45' of Lot 6, Block 196, Section H; and

that the lots be considered interior lots in regards to setbacks because
West Plaza has been vacated; and that the variance not be transferrable
and applies only to Mr. Tsai and his partner.
Mr. Milner, 1270 Hibiscus Street, was concerned that there would be an
increase in density. Chairman MacDonell assured Mr. Milner that it would
permit the same number of family units (8) , but there would be an additional
building.
Mr. Bass seconded the notion. The vote was called. Mr. Bass and Chairman
MacDonell voted yes. Mr. White and Mrs. Kerber voted no. The notion
did not carry.

MISCELLANEOUS BUSINESS
Mrs. Kerber asked if there had been a ruling from the City Attorney regarding
the request for a mobile home on Atlantic Boulevard by Cecil Reeves. The
secretary stated that the Reeves were to contact her the following day to
get in touch with the City Attorney, but she had not heard from them.

There being no further business to come before the Board Chairman MacDonell
adjourned the meeting at 8:21 p.m.
