Gentlemen:
Submitted herewith is the proposed City of Atlantic Beach
Budget for the year 1968.
From the Budget Work Sheet the following Summary can be drawn:
1. Budget Summary
2. Proposed General Fund Budget for 1968.
3. Proposed Water Department Budget for 1968.
4. Proposed Sewer Department Budget for 1968.
5. Selva Marina Sewer Fund Budget for 1968.
6. Budget comparisons for the years 1966, 1967, 1968.
I would like to point out that the total anticipated revenue
is less than that budgeted in 1967 and that changes have been made
in the various Accounts in line with budget transfers for the year
1967, this was done for the purpose of holding Account transfers
to a minimum in 1968. _t_
I have also prepared for your information work sheets listings
1. Personnel - their 1967 monthly gross pay and 1968 monthly g=oss--_._
pay, also an extra pay check for December i5, 1968 and their annual
proposed rate.
This proposed increase for personnel is preflicated on the
desirability of retaining efficient employees rather than lose
them to better paying positions elsewhere. We have had a rather
large turn-over the past year, a majority of which was due to better
paying positions elsewhere, after we~had trained and equipped these
people for the various job positions.

The total revenue needed from the 1968 Tcrx Roll is $92s88As80.
Approximately 7086 of this figure, or $65,000.00 will be collect-
ed in the last two months of the year and the balance set up in the
1969 budget. Based on an assessed valuation of $14,500,000.00 the
1968 budget would require a levy', of 6.4 mills.

Employee shall be eligible for $10.00 per month increase after
each year's subsequent service upon recommendation by the City
Manager and with the concurrence of the City Commission.
The base salary of the Sewer & water plant operator shall be
increased by $12.50 per month in event such Operator possesses
or achieves the minimum license status in either category(Water
or Sewer) and shall be increased $12,50 per month for each in-
crease in License Classification for either category.

SECTION 1-A ACROSS BOARD SALARY ADJUSTMENT
The City Commission at the time the Annual Budget Ordinance is
adopted, or from time to time as deemed proper, necessary and/or
desirable, may include in the applicable Budget Ordinance, or
Amendments to, equal and across the board salazy increase or de-
creases for those positions as classified under Section I
Ordinance 50-61-1.
SECTION 1-8 OVERTIME COMPENSATION
Those positions as classified under Section i Ordinance 50-61-1
shall be further classified with respect to eligibility for
compensation for overtime, as follows:
EXEMPT: Shall be exempt from receiving compensation for overtime
incurred in conjunction with the responsibilities of their job.
NoN-EXEMPT: Shall receive compensation for all time worked in
excess of 40 hours per week. Such overtime compensation shall
be calculated on an hourly basis by reducing annual salary to
weekly salary and further reducing weekly salary to hourly
rate based on 40 hours per week.

SECTION 2. That Section 2 of 50-61-1 be amended to read:
The positions of City Manager, City Clerk-Treasurer, Police and
Fire Chief, City Attorney, City Judge, Temporary Employees
authorized by the City Commission, and such Professional, Tech-
nical or Specialized Consultative positions as from time to

may be appointed by City Commission, shall not be subject to
the provisions of this Ordinance.
SECTION 3: All Ordinances, or parts of Ordinances, in conflict
herewith are herewith and hereby repealed.

amended to show the follosnnq Holidays and such others as the
Mayor-Commissioner may fix as holidays with pay for all
regular employees in the municipal service:
New Years Labor Day
Washington~s Birthday Veterans Day
Memorial Day Thanksgiving
4th of July Christmas
Holidays falling on a Saturday or Sunday will be recognized
on Friday preceding or Monday following respectively.
SECTION 3. That Section 2 be amended to read:
The positions of City Manager, City Clerk-Treasurer,
City Attorney, City Judge, temporary employees
authorized by the City Commission, and such pro-
fessional, technical or specialized consultative
positions as from time to time may be appointed by
the City Commission, shall not be subject to the
provisions of this Ordinance.
SECTION 4. Fire Chief (056) ~~MINIMUM TRAINING AND EXPERIENCE~~
be amended to read:
Graduation from a standard high school and ten years of
progressively responsible fire-fighting experience
including some supervisory experience. The requirement
of training and experience may be modified or waived
at the sole discretion of the City Commission.
SECTION S. Police Chief (046) ~~MINIMUM TRAINING AND EXPERIENCE°
be amended to read:
Graduation from high school and other courses in
police functions and administration and ten years of
progressively responsible experience in a variety of
police functions including supervisory police duties.
The requirement of training and experience may be
modified or waived at the sole discretion of the City
Commission.
SECTION 6. This Ordinance shall become effective imme-
diately upon its passage on final reading.

A PERSONNEL POLICY ORDINANCE FOR THE CITY
OF ATLANTIC BEACH, DWAL COUNTY, FLORIDA.
BE IT ENACTED BY THE PEOPLE OF THE CITY OF ATLANTIC BEACH,
FLORIDA.
SECTION 1. That Ordinance No. 50-61-1 be amended to adjust
the personnel pay schedules in line with the following
personnel Salary Schedules:
