4. Section 12-1-(4) Stagnant Water pool in rear is
contaminated and causing the propagation of mosquitoes;
5 . Section 12-1-(8) Unsafe Structure i .e. , (a) condition of
the structure is causing an sanitary and health hazard for its
inhabitants (b) dilapidated fence in front yard;
6 . Standard Housing Code Chapter 3 , Section 305 . 2 Exterior
walls condition of the exterior coating allows the admittance
of dampness to the interior portions of the walls and occupied
spaces .
You are hereby notified that unless the conditions described
above are remedied within thirty ( 30) days from the date hereof ,
this case will be turned over to the Code Enforcement Board.
Under Florida Statute 162 .09, the Code Enforcement Board may
impose fines of up to $250 .00 per day for a first violation and
$500 .00 per day for a repeat violation.

Dear John:
This letter is in response to your request for information
concerning my contact with Mrs. Childs at 735 Bonita Road in Atlantic
Beach.
On or about August 8, 1990, 1 inspected the house located at
735 Bonita Road. This inspection was made after receiving a telephone
call from Mrs. Childs on August 17th complaining about problems with
the electrical wiring at said residence.
I counted four window-unit air-conditioners installed in two
bedrooms, den and family/living room. There was also a stereo and a
large screen television in the den. I stated to Mrs. Childs that the
existing service for the house was not sufficient to handle the demand
being created. I suggested she turn off some of the appliances or have
a larger service installed.
On or about August 23, 1990, 1 received a call from Mrs. Childs
to inspect the plumbing at 735 Bonita. The drain in the master bath (east
end of the house) was repiped from the lavatory to the kitchen sink.
The line did not have a vent and was not sloped enough to allow adequate
drainage.
Also, on August 23, 1 inspected this property regarding a
water closet that was leaking in the bath. I did not see any water in
the area of the water closet. Mrs. Childs stated that it had been broken
for a while.
I have inspected both of these items (plumbing and electrical)
and I am satisfied that the repairs were made according to the Code.

Our records indicate that you are the owner of the following property in
the City of Atlantic Beach, Florida:
735 Bonita, Atlantic Beach, Florida.
Investigation of this property discloses and I have found and determined
that a public nuisance exists thereon so as to constitute a violation of
Section 12-1 of the Code of the City of Atlantic Beach, and that the
. plumbing is substandard on the property, and does not meet standard
plumbing code.
You are hereby notified that unless the condition above described is
remedied within (15) days from the date hereof, the City will remedy this
condition at a cost of the work plus a charge equal to 100% of the cost
of the work to cover City administrative expenses, which will be assessed
the property owner. If not paid within thirty (30) days after receipt of
billing, the invoice amount plus advertising costs, will be posted as a
lien on the property.
Within fifteen (15) days from the date hereof, you may ,make written
request to the City Commission of the City of Atlantic Beach for a
hearing before that body, for the purpose of showing that the above
listed condition does not constitute a public nuisance.

At your request we have written this letter to better explain
the 'electrical problems associated with your rental property.
As I explained when we performed the service change; you now
have the capacity to add ,circuits as needed in the house.
The main problem in the house, as we see it, is the fact that
the tenant has leased and had installed a number of window A/C
units that are plugged in to standard 120 volt general purpose
receptacles throughout the entire house. This has overloaded
these existing circuits that are not designed to handle this
kind of load. The circuit breakers keep *tripping', therefore,
the tenant thinks something is wrong with the house electrical
system. This is not the case. The only way to solve the pro-
blem is to install a central heat and air system or to install
an individual circuit to each window A/C unit.

Atlantic Coast Plumbing the week of August 28, 1990. Mr. Semidey
had contacted both companies for an estimate. He directed them
to contact me if they had any questions concerning 735 Bonita.
I spoke with Mrs.Semidey on September 12, 1990. She assured
me that the plumbing would be repaired within thirty (30) days.

The following is my account of inspection I have performed at 735
Bonita, to date:
August 8, 1990 - I met with Mrs. Childs. She was complaining
about breakers tripping when her A/C units came on. I walked
through and observed three window unit air conditioners. Inspection
of the panel in the hallway revealed the house is wired for lighting
circuits for the rooms where the A/C units were installed.
On August 13, 1990, 1 met with Mr. Semidey,. the owner of 735
Bonita. I explained the problem with the overloaded circuits. He
stated he would have a new panel installed that would allow for more
circuits in the house.
On August 22, 1990, McClure Electric Company secured a permit
and installed a new 200 AMP service panel.
On August 23, 1990, 1 inspected the new panel. Mrs. Childs
stated that she was still having problems with the breakers turning
off. I suggest the owner install a separate circuit for the A/C
units in the house or take the units out. Mrs. Childs stated that
the A/C units belonged to her.
Mrs. Childs then complained about the plumbing in the house.
I inspected the plumbing and found a new drain line from the bath-
room (next to the bedrooms) attached to the sink. I could not see
a trap in the line from the kitchen, where the line terminated.
Mrs. Childs also stated that the toilet was leaking. I could not
find any evidence of water damage or any wet areas near the toilet.
I contacted Mr. Semidey on August 27, 1990 and discussed the
condition of the plumbing at 735 Bonita. He stated that he would
have the plumbing repaired.
