A. Discussim and related actiOn to trees in SectiOn H
Dan Ruckman of Bessent, Hammack & Ruckman indicated an a map an area
on West Ninth Street between Jasmine and Camelia where several large
trees were located in the rIght-of-way. He said -it would be their
reccanendation that no inprovemnts be made in this area and that
the street be left unpaved and allow the trees toxemain. However,
,,—,be said to provide the services to the property owners on Jaswune
Street and honor the rules of the St. Johns River Water Management
District regarding drainage, it was their recawandation the trees
on Jasmine should be removed. He said, even if the trees vivere
left, he could not guarantee that they would survive since many of
the roots would have to be cut to lay the water and sewer.pipes. In
the event the city decided to leave this portion of Jasmine unpaved,
be felt at a later date the residents mould petition thezity for
paving. Mayor Gulliford recommended contacting the residents on
Jasmine Street.and advise them of the options available to the city
and also invite them to attend the next camassion meeting at which
time a final decision on the matter would be node. However,. he said
whether or not the city decided to hold off on paving and drainage,
he asked that they be allowed to proceed with the water and sewer

unsuitable material in the area of Jawans and Camelia, Streets in
the vicinity vd-ere the stormwater detention pond was planned. He
said it was his opinion removal of this naterial would be cost
prohibitive and it was his recommendation the plans should be
'-iodif ied to delete . paving and drainage on Jasm-ine and Camelia
Streets south of West Fourteenth Street and reroute water and sewer
service to provide service to the existing homes on Jamune and

K. Approval of engineering in the Buccaneer System for water main
extensions and a tie in of Atlantic Beach water system
Harry McNally, interim Public Services Director, requested approval
for Gee & Jenson to provide engineering services for the intertie
between the Buccaneer and Atlantic Beach water systems. He said
this would enable service to be provided to all areas of the city
in the event any one section experienced a breakdown. He said a
portion of this project involved a number of commercial projects
on Mayport Road which currently receive water through the Buccaneer
Trailer Park had requested to connect to the city system. The
project also called for a water main extension along Gavagan Road
from Mayport Elementary School to the intersection with Old
Mayport Road. Mr. McNally said this had been budgeted in the
current fiscal year and he would like to move ahead w-ith the
project. He said the Gavagan Road Water main extension could be
completed by city staff but he recommended caatracting out the work
..—.on Mayport Road.

Jack Grider, 1969 Beach Avenue, requested the installation of speed
bumps on Beach Avenue between 18th and 19tb Streets. This was also
referred to Chief Thompson. �Tn
Helen Chandler, 2025 Beach Avenue, asked for additional one-way
signs at the north end of Beach Avenue and the City Manager was
directed to look into this.
Agenda Items 4 A J, Change Orders an the Section H improvement
project, were placed on a Consent Agenda and acted upon at this
time.

A. 1%ange Order No. 2: Deletion of pavement an West Ninth Street
from Camella Street to Jasmine Street, representing a net

B. Change order No. 3: Deletion of pavement and redesign of
water and sever at Stock Street south of Sixth Street,

Mr. Ruckman explained if an additional ten feet of ri4ht-of-way
could be acquired on Jamine north of Ninth Street, the road could
be moved slightly enabling one large tree on Mr. Williams' property
to be saved- The ad-joining property owrers had. been notif led of the
matter and were invited to attend the meeting and were given an
opportunity to express their wishes.
Mr. Charles Sharon, 820 west 14th .- Street, inquired whether any
adjustment would be made in assessments to property owners in areas
wftre the trees had been removed and the unsuitable fill material
had made it impossible to pave the streets. The Mayor explained
that the engineers- were not aware of the existence of the f ill
material until the work was under way. The City Manager was asked
to place the matter on the agenda bor the next meeting so it could
be discussed in depth.
Jane Scanlon, 630 Jasmine Street asked for clarification as to what
areas of Jasmine Street would not be paved and Mr. Fuckman explained
Jasmine Street would be paved with the exception of the area south
of 14th street to the cul-de-sac. Camelia Street wouid also be
=Vaved south of 14th Street. Pam levis, 780 Jasmine Street, said
she favored removing the trees where necessary so the paving could
be, completed.

and be asked that the City Commission authorize him and Mr. Ruckman

5C. Cbange Order for Section H culverts under driveways
Don Ruckman, of Bessent, Bammck & Ruckman, said many of the
driveways were not paved or in some cases, even Identifiable. The
plans provided for replacing all driveways which had culverts, which
he said would be in the neighborhood of 200 culverts. He said a
unit price of $11.00 per foot had been established mid lie
recamended a cap of $50,000 for the replacement of all culverts.
Authorization of this change order would provide for payment to the
amtractor as the culverts were replaced and Mr. Paxhaan said the
contractor wol ld provide a list of the culverts installed and the
length of each one before requesting payment.

of West Ninth Street which presented a problem for the contractor.
