03-21-95 v MINUTES OF THE COMMUNITY DEVELOPMENT BOARD OF THE CITY OF ATLANTIC BEACH, FLORIDA MARCH 21 , 1995 7 :00 P.M. CITY HALL PRESENT Don Wolfson Mary Walker Robert Frohwein Pat Pillmore Scott Fletcher AND Alan Jensen, City Attorney George Worley , II , CD Director Pat Harris , Recording Secretary ABSENT Sharette Simpkins Mark McGowan Chairman, Don Wolfson, called the meeting to order and welcomed new member Scott Fletcher . He then asked for approval of the minutes from the meeting of February 21 , 1995 . Upon motion duly made and seconded the minutes were approved. A special presentation by Tammy Rios of Metropolitan Planning Organization regarding transportation improvements for fiscal years 1995-1996 through 1999-2000 . She presented the members with draft documentation of the proposed improvements . She also displayed maps showing the major project areas for Duval County and the Beaches . NEW BUSINESS : I . The Chairman reported to the board that due to illness , Dewey Miller had requested that his request for a Use-by-Exception be deferred. II . Application for Variance filed by George Bull , Jr . , on behalf of Paul M. Eakin, to construct a covered second floor deck to a nonconforming structure at property located at 1745 Beach Avenue. Mr . Bull introduced himself and explained to the board that the construction of the deck was in conformance to all setback requirements and would not increase the existing nonconformity. After discussion, Mr . Frohwein moved to approve the variance. Mrs . Walker seconded the motion and the variance was unanimously granted. III . Application for Use-by-Exception filed by John Kurtz of KurStar Company to operate a general contracting business office at property located at 535-L Atlantic Boulevard. Mr . Kurtz introduced himself to the board and explained that there would be no outside storage of building materials and no construction trucks would be located at the property. The use would be as an office only. After discussion, Mr . Frohwein moved to recommend to the City Commission that the Use-by-Exception be granted to the applicant with the provisions that there be no outside storage of building materials or overnight parking of construction vehicles . Mrs . Walker seconded the motion and it passed unanimously. IV. Discussion and proposed change to the definition of "Family" in the Zoning Code requested by Katherine Lindsey . The item was removed from the agenda due to the fact that no one appeared on behalf of the matter .
