MINUTES OF THE ADVISORY PLANNING BOARD

Acting Chairman Ron Gray called the meeting to order at 7:00 p. m.
He asked for a motion on the minutes of the meeting of December
16, 1986. Candace Nordan motioned that they be approved as
presented. Ruth Gregg seconded the motion which carried
unanimously. Mr. Gray asked for a motion on the minutes of the
workshop meeting of January 6, 1987. Ruth Gregg motioned that
they be approved as presented. Ron Gray seconded the motion.
The motion carried unanimously.

OLD BUSINESS
A. Request for Rezoning from RG1 to RG2 and Preliminary Site
Plan Approval - Stephen Mabry and John Talbert (Deferred
from Meeting of December 16, 1986) at George Street and
Church Road
Mr. Talbert presented the Board with a preliminary site plan of
the property that indicated four lots 100' x 189' , each with a
four unit building. Mr. Talbert pointed out the small percentage
of lot coverage. He noted that the property backs up to a park,
and that to the west is a large area of open space owned by the
city. He added that they proposed to construct two or three
bedroom units and that adequate parking would be provided.
Candace Nordan questioned whether they should limit the number of
bedrooms to two in order to maintain a low density. The Board
felt they could not limit the number of bedrooms due to
marketability. After further discussion Ruth Gregg motioned to
recommend approval of the request. Candace Nordan seconded the
motion which carried unanimously.

NEW BUSINESS
A. Request for Rezoning from RS2 to RG2 - Ellen C. Price; Lot
80, North Atlantic Beach Unit No. 3
Mrs. Price, 1810 Sevilla Boulevard No. 306, stated that due to
having a mild stroke in September 1986, she was not aware of the
annexation of her property into Atlantic Beach or the change of
zoning from RGA, which would allow construction of a triplex to
RS2, single family. She stated that she had plans to construct a
triplex with underground parking.
The Board was in receipt of a petition with 61 signatures and
five letters from surrounding property owners expressing
opposition to the rezoning. The following people spoke against
the application: Frank Delaney, 2371 Seminole Road; Gene
Montanye, 1731 Beach Avenue; Bert Russell, 2077 Beach Avenue.
The Board members were concerned about "spot zoning" the
property. After a lengthy discussion, Candace Nordan motioned to
recommend denial of the application. Ron Gray seconded the
motion which carried unanimously.

B. Request for Use by Exception for an Automotive Service Garage
in CG; 61-63 West Second Street, Lot 7 and Half of Lot 6,
Block 26, Section H; by Tom West Homes, Inc.
John Murr, 7632 Southside Boulevard, stated that he was renting
one of the units and that he wished to open a small automotive
service garage. He stated that he would do the work himself and
that the cars would be kept inside the garage. He added that he
has a wrecker and that it would go home with him at night.
Ruth Gregg stated that there were several cars on the premises
now. Mr. Murr stated that they belong to the other tenant and
that he had talked to him about it. The Board asked that the
Codes Enforcement Officer look into the matter.
There was a discussion as to a previous application for use by
exception on the same premises. Ruth Gregg motioned to recommend
approval of the application subject to general cleanliness of the
premises and that there be no outside work or storage. Ron Gray
seconded the motion which carried unanimously.

C. Request for Use by Exception for a Childcare Center in RG2
298 Aquatic Drive; Sunrise Community Evangelical Free Church
Representing the church were Melaney Blevin and Sharon Pino.
They stated that the church was requesting permission to open a

childcare center for a maximum of 42 children. The hours would
be from 9:00 am until 12:00 noon, five days per week and that the
calendar would be the same as public schools.
Ron Gray asked how close the nearest house was to the church.
They replied that the closest building was the sales office for
Aquatic Gardens Subdivision. Ruth Gregg and Candace Nordan felt
it was a good location. Ron Gray was concerned about the
increased traffic on Aquatic Drive. He quoted sections from the
minutes of the Planning Board of January 25, 1983 when the Church
first applied for their use by exception. The applicants had
stated that they had no plans for a school.
Candace Nordan motioned to recommend denial of the application
based on the original use by exception in which they stated they
would have no schools. Ruth Gregg seconded the motion which
carried unanimously.

D. Request for Expansion of Use by Exception for an Additional
Fifty Seats for Sale of Liquor - Ragtime Tavern, 207
Atlantic Boulevard; William and Thomas Morton
William Morton stated that they had preliminary plans to expand
into one or two of the adjoining units. Mr. Morton stated that
they had plans to construct a rear entrance (to better utilize
the rear parking) including lighting and landscaping. There was
considerable discussion regarding the insufficient parking.
Suggestions were made to possibly leasing parking from the
southeast corner parking lot, the Sea Turtle parking lot, or the
southwest dirt parking lot. There was a brief discussion as to
the fate of "Zanadu", directly next door, and as to how they
could expand westerly.
Candace Nordan asked the applicants to withdraw their request and
come back with ideas to solve the parking problems. Mr. Morton
withdrew the request.

There being no further business before the Board Gregg McCaulie
motioned that the meeting be adjourned. Ron Gray seconded the
motion which carried unanimously.
