The meeting was called to order at 7 : 00 p .m. , by Chairman
McCaulie. He stated that Ron Gray would be absent from
the meeting. He asked if there were any comments or
corrections to be made to the minutes of the meeting of
April 17 , 1984.
Ruth Gregg motioned to approve the minutes . Guy Jennings
stated that he had been absent from the meeting and would
not comment on the minutes . Chairman McCaulie seconded the
motion and declared the minutes approved as presented.
The Chairman called the Board ' s attention to Item #1 on the
agenda:
Request for Use by Exception - Kindercare Learning Centers
Mr. Frank Scheu, 5307 Shorecrest Drive, Jacksonville ,
introduced himself and stated that he represented Kinder-
care. He stated that Kindercare is the largest child care
company in the United States and that they would like to
have a facility in Atlantic Beach.
Chairman McCaulie asked what means of egress and ingress they
would have for Atlantic Boulevard.
Mr. Scheu stated that they don' t like to be located on a
major roadway and that they would be located approximately
200 ' off of Atlantic Boulevard.

Chairman McCaulie asked Mr . Moss if the Department of
Transportation would make the final decision regarding
access to Atlantic Boulevard.
Mr. Moss replied that D.O .T . would make the final decision,
adding that the City Commission has already granted the
property owner approval to construct the private drive and
that the city has declined to accept it for maintenance .
Mr . Doug Miller stated that Aquatic Drive is scheduled to
be signalized and that a permit has been applied for to
D.O.T. for a median break at the cul de sac and that there
will be a natural break in traffic due to the signal .
Commissioner Morris asked how they arrived at the figure
99 as the number of children for the facility.
Mr . Scheu stated that the particular building is designed
for 99 children, adding that they have a larger school
that is designed for 150 children but they did not want
that for Atlantic Beach. He said that they presently have
a Kindercare on Beach Boulevard that is very successful .
Guy Jennings stated that he felt it would be providing for
a need of the community.
Mr. Moss informed Mr. Scheu that the property in question is
zoned Commercial Intensive , which provides for a high use
of the land. He added that a bar and lounge , auto service
station, etc. , could be located next door to the childcare
center.
Mr . Scheu stated that they were aware of the zoning , but
said that there wasn' t much land to choose from in the area.
Chairman McCaulie motioned to approve the application for
Use by Exception as presented and to make a recommendation to
the City Commission that it be approved.
Ruth Gregg seconded the motion which carried unanimously.
Chairman McCaulie called the Board' s attention to the
Miscellaneous Business . J

Mr. Moss asked if the "Notification of Request to Change
Rezoning Classification" letter he had presented would be

sufficient as a means to inform the surrounding property
owners . There were two additions made to the letter , but
the Board seemed to be in agreement that the letter was
sufficient .
Copies of a request for rezoning, submitted by Louis B.
MacDonell, were given to the Board members to give them
ample time to review the request before the next meeting .
After a general discussion, Guy Jennings motioned to
adjourn the meeting . Chairman McCaulie seconded the
motion which carried unanimously. The meeting was adjourned
at 7 :48 p.m.
