Call to order and pledge of allegiance. 2. Approval of Minutes of the meeting of November 19, 2002. 3. Recognition of Visitors. 4. Old Business. None. 5. New Business. a. Plat-2002-02, Beaches Habitat. Request to consider a preliminary plat of a four (4) lot subdivision for previously un-platted property located on the north side of "` ~ Cornell Lane, east of Mayport Road and to be known as Cornell One subdivision. b. Review and recommendation to City Commission of revisions to Chapter 24, which would create new Commercial Corridor standards that would apply to Commercial Zoning Districts along portions of Atlantic Boulevard and Mayport Road. Review of draft elements for proposed revisions to the Evaluation and Appraisal Report on the adopted Comprehensive Plan. 6. Adjournment. All information related to these applications and full legal descriptions for the subject properties are available for review at the City of Atlantic Beach Planning and Zoning Department located at 800 Seminole Road, Atlantic Beach, Florida. If a person decides to appeal any decision made by the Community Development Board with respect to any matter considered at the meeting, he or she will need a record of the proceedings, and for such purpose, may need to ensure that a verbatim record of the proceedings is made, which record includes the testimony and evidence upon which the appeal is based. Draft MINUTES OF MEETING OF COMMUNITY DEVELOPMENT BOARD DECEMBER 17, 2002 A regular. meeting of the- Community Development Board was held Thursday, December 17, 2002, in the City Hall Commission Chambers. Present were Chair -Don Wolfson, Craig Burkhart, Robert Frohwein, Karl Crrunewald, Samuel Jacobson, Steven Jenkins, Mary Walker, Community Development Director Sonya Doerr, and Recording Secretary, Athena Shearer. 1. Call to Order The meeting was called to order at 7:00 p.m. 2. Approval of Minutes of Meeting of November 19, 2002 A motion was made by Mr. Burkhart, seconded by Mr. Grunewald and unanimously carried to approve the Minutes of the Community Development Board meeting of November 19, 2002. 3, Recognition of Visitors None. 4, Old Business None. 5. New Business a. Plat-2002-02, Beaches Habitat. Reauest to consider a preliminarv plat of a four (41 lot subdivision of previously un-platted property located on the north side of .Cornell Lane, east of Mavport Road and to be known as Cornell One subdivision. Chuck Kennedy, 2115. Bay Road, Neptune Beach, with Connelly and Wicker,. was present representing Beaches Habitat and answered questions by the Board. Staff explained that this land has not been previously platted, and since more than three new lots were being created, the approval and filing of a subdivision plat is required by Florida Statutes. Staff advised the Board that the four single-family lots comply with the Comprehensive Plan and the zoning and subdivision regulations.. The Board discussed the project and Staffs recommendation, particularly concerning the maintenance of the drainage and retention pond.: A motion was made by Steven Jenkins, seconded by Mr. Grunewald, and unanimously. carried to recommend approval to the City Commission of the proposed plat, subject to construction of the street complying with city standards, and also subject to Staffs recommendation that deed restrictions and notes be included on the Final Plat, which provide for continued .private maintenance of all drainage improvements and stormwater facilities. (Mr. Burkhart acknowledged a conflict of interest and recused himself from voting on the motion. Mr. Burkhart signed Form 8B, Memorandum of Voting Conflict.) b. Review and recommendation to City Commission of revisions to Chapter 24, which would create new Commercial Corridor standards that. would apply. to Commercial Zoning Districts along portions of Atlantic Boulevard and Mayport Road. The Board and staff discussed the revisions proposed to be made to Chapter 24. Mr. Wolfson Minutes of Community Development Board December 17, 2002 Draft commented that the redevelopment and improvement of Maypart Road was a very high priority of the City Commission. Staff commented that Mayport Road improvements were one if the City's strategic planning priorities, and: that this was one of several projects underway or being studied. Board members asked staff questions about the limits and boundaries of the district and suggested several minor changes to the proposed ordinance. The Board asked about the ability to enforce the new provisions, and also discussed .what types of renovation and construction would be subject to the new regulations. Staff advised the Board that the City could amend the regulations or add additional regulations in the future if that proves to be needed or if the new regulations create hardships to business owners. A motion was made by Mr. Burkhart, seconded by Mr. Frohwein, and unanimously carried to recommend approval to. the City Commission of the revisions to Chapter 24 with the revisions as noted by staff: c. Review of draft elements for proposed revisions to the Evaluation and Apuraisal Report on the adopted Comprehensive Plan. Amy Skinner and Staff discussed' with the Board the changes that needed to be made to the Report. The Board reviewed and discussed the draft for the- Future Land Use Element in regard to Subdivisions and Duplexes, and completed the review for the draft on the .Intergovernmental Coordination Element. The Board decided to continue the review of the entire Report as a whole at the January meeting. 6. Adjournment.
