02-21-95 v MINUTES OF THE COMMUNITY DEVELOPMENT BOARD OF THE CITY OF ATLANTIC BEACH , FLORIDA February 21 , 1995 7 : 00 P.M. CITY HALL PRESENT Don Wolfson Pat Pillmore Mary Walker Robert Frohwein AND George Worley, II , CD Director Pat Harris , Recording Secretary ABSENT Mark McGowan Sharette Simpkins Chairman Don Wolfson called the meeting to order and asked for approval of the minutes from the meeting of January 17 , 1995 . Upon motion duly made and seconded the minutes were approved. NEW BUSINESS: I . Application for Variance filed by Harriett L . James to construct a screened porch addition that will encroach the front yard setback of property located at 89 Dewees Avenue. Mrs . James introduced herself to the board and explained that she desired to construct a front porch addition to protect the entrance from rain as well as conceal unsightly air-conditioning units . She stated that the property was purchased prior to annexation to Atlantic Beach and the construction would increase the existing nonconformity of 15 feet . After discussion, Mrs . Pillmore moved to grant the variance. There being no second the motion died. After further discussion regarding alternative construction, Mr . Frohwein moved to grant a variance for the construction of a screened porch with the structural members not to exceed the present nonconformity of 15 feet . Mrs . Walker seconded the motion and the variance was granted unanimously. II . Application for Use-by-Exception filed by Traian Popa and Ioan Popa to operate a boat trailer repair business at property located at 1850 Mayport Road. Mr . Popa introduced himself to the board and explained that the use-by-exception was requested to operate a business for boat trailer manufacture and repair . The Chairman explained to the applicant that the the board could not act on a use-by-exception request for manufacturing in a CG district and suggested that research be conducted in ILW zoning districts or to concentration on properties lying further north on Mayport Road in the boundaries of Jacksonville. After discussion, the applicant requested that the request be withdrawn and the board directed that the application fee be refunded to the applicant . The board agreed to hold another joint workshop meeting with the zoning review board on March 7 , 1995 at 6 : 30 p.m. There being no further business to come before the meeting on motion made the meeting was adjourned.
