03-15-94 v MINUTES OF THE COMMUNITY DEVELOPMENT BOARD OF THE CITY OF ATLANTIC BEACH , FLORIDA MARCH 15 , 1994 7 : 00 P.M. CITY HALL PRESENT Don Wolfson Pat Pillmore Robert Frohwein Mary Walker Sharette Simpkins AND Alan Jensen, City Attorney George Worley, II , CD Director Pat Harris , Recording Secretary ABSENT Ruth Gregg Mark McGowan Chairman, Don Wolfson, called the meeting to order and asked for approval of the minutes from the meeting of February 15 , 1994 . Upon motion duly made and seconded the minutes were approved. NEW BUSINESS: I . Application for Variance filed by Patrick H. Grandy to construct a single-family residence on a substandard lot that will encroach the rear yard setback line of property known as Lot 10 , Block 4, Ocean Grove Unit 1 . Patrick H. Grandy introduced himself to the board and explained that the variance was requested to allow the construction of a single-family home on a substandard lot and to construct a two-car garage at the rear of the residence that would encroach the rear yard setback by five feet . After discussion, the Chairman moved to approve the variance to construct the residence on a substandard lot and to grant the five- foot variance to the rear yard setback. Mrs . Pillmore seconded the motion. The Chairman called for a vote on the first motion to approve construction of the residence on the substandard lot , and it was unanimously approved. The board discussed the matter of ingress and egress to the proposed garage and alternative construction plans . Robin Sheppard introduced himself to the board and stated that he resided to the east of the proposed construction and thereby was interested in the request for variance . After further discussion the Chairman called for a vote on the motion to approve the 5-foot encroachment to the rear yard setback and it was approved by a vote of 3 - 2 with Wolfson, Pillmore and Simpkins voting aye and Frohwein and Walker voting nay .
