08-16-94 v MINUTES OF THE COMMUNITY DEVELOPMENT BOARD OF THE CITY OF ATLANTIC BEACH , FLORIDA AUGUST 16 , 1994 7 : 00 P.M. CITY HALL PRESENT Don Wolfson Pat Pillmore Robert Frohwein Mary Walker Sharette Simpkins Mark McGowan Ruth Gregg AND George Worley, II , CD Director ABSENT Alan C . Jensen, City Attorney Chairman Don Wolfson called the meeting to order and asked for approval of the minutes from the meeting of July 19 , 1994 . Upon motion duly made and seconded the minutes were approved. I . Application for Change in Zoning Classification filed by Selva Linkside Partnership for 7 . 13 acres located in Selva Linkside, 4 . 06 acres to remain zoned OR, Open Rural , and be deeded to the City of Atlantic Beach, and the remaining 3 .07 acres to be rezoned to RS-1 , Residential Single Family, to allow for 6 lots along Linkside Drive. Jim Lucas , on behalf of Harbour Springs Development , Inc. , introduced himself to the board and presented a drawing and description of the proposed rezoning. He answered questions regarding the protection of the wetlands and drainage . Frank Thrower, also representing Harbour Springs Development , introduced himself to the board and stated he would be glad to answer any questions concerning the proposed development . Residents , David Thompson, Robin Perry, Peter Fantegrossi , Noel Burns , Roy Lundquist , Ted Hauser, Victoria Bichof , Ed Krippner, Robert Granacher, Kay Lawson and Barbara Bonner introduced themselves and stated their opposition to the rezoning. They stated that they had been assured by the developers and the City of Atlantic Beach that the property could never be built upon. Most residents were concerned with environmental protection and drainage problems . The Chairman advised the persons present that the Community Development Board is a board of recommendation and that the City Commission will make the ultimate decision regarding the proposed rezoning . Louis MacDonnell , one of the partners of Selva Linkside Partnership, introduced himself to the board and recounted the history of the property in question. He presented a copy of the deed to the property . The Chairman asked Mrs . Morris , president of Selva Linkside Phase One Owners ' Association, if they desired to purchase the property and suggested that the association check into that possibility. After further discussion, Mrs . Pillmore moved to defer action on the application to allow the board to make a more informed decision. Mrs . Walker seconded the motion and the application was unanimously deferred to the next regularly scheduled meeting . The Chairman presented a letter he drafted to the City Commission expressing the board' s intention to become more proactive in the future. Mrs . Pillmore moved to recommend to the City Commission that a representative for the City attend the upcoming conference hosted by Florida Coastal Management Program regarding coastal community revitalization, etc . Mrs . Gregg seconded the motion and stated that the City Manager usually attends the conference. After discussion the motion was unanimously passed.
