03-19-91 v 111 MINUTES OF THE COMMUNITY DEVELOPMENT BOARD OF THE CITY OF ATLANTIC BEACH, FLORIDA MARCH 19, 1991 7:00 P. M. CITY HALL PRESENT Samuel T. Howie Ruth Gregg Don Wolfson Robert Frohwein John Bass AND Alan Jensen, City Attorney George Worley, II, CD Director Dorothy Strain, Recording Secretary ABSENT Gregg McCaulie Kathleem Russell The Acting Chairman, Samuel Howie, called the meeting to order and asked for approval of the minutes from the last meeting. Ms. Gregg moved for approval of the minutes, Mr. Bass seconded the motion and the minutes were unanimously approved. NEW BUSINESS: I. Application for Variance to expand a non-conforming building filed by Joseph R. Koerner for property located at 420 Beach Avenue. Mr. Koerner introduced himself to the Board and stated that he was requesting a Variance for his residence located at 420 Beach Avenue. He presented letters from neighbors stating there were no objections to the remodeling of the duplex as anticipated. Mr. Frohwein moved that the request for variance be approved as submitted, Ms. Gregg seconded the motion and the chairman called for discussion. After discussion, the variance was unanimously approved. II. Discussion item: Measurement of Building heights and oceanfront properties. Discussion of possible clarification and/or restructuring of code language. 111 A general discussion followed. Mr. Howie suggested that the Board recommend various changes in the ordinance. Mr. Worley volunteered to draft several versions of an ordinance making these changes. The Board agreed with the suggestion. OLD BUSINESS: Ruth Gregg moved that the Board draft a letter to be approved by the City of Atlantic Beach to City of Jacksonville Planning Board, Mayor and other officials, regarding the building and downgrading of zoning on the North end of Mayport Road from Church Street to Mayport. Mr. Bass seconded the motion and it was unanimously passed. Mr. Wolfson brought up the matter of the proper address for First Street property and requested Mr. Worley to draft an amendment to the ordinances that would stipulate that any property facing the Ocean would have the front of the property on the ocean side rather than the street side.
