Chairman McCaulie called the meeting to order at 7:07p.m. He asked for a
motion on the minutes of the meeting of February 18, 1986. Guy Jennings
motioned that they be approved as presented. There being no changes to the
minutes and no objections the motion was carried unanimously.

NEW BUSINESS
A. Request for Use by Exception for a Childcare Center in a RG1 district-
Church of the Living God and Ground of the Truth Holiness Chapel;
35 Edgar Street; South z of Lot 5, Block 4, Section H
Mr. Samuel Bruce, Director of the Church and Mr. Emory Snead of the
Department of Health and Rehabilitative Services explained to the
Board the need for the Headstart program in this area and the needs
of the single parent . The center would be able to facilitate 98
children when licensed by HRS.
The Board addressed the findings of fact as established by the code.
Guy Jennings motioned to recommend approval of the request. Ron Gray
seconded the motion. The motion for approval carried unanimously.
B. Request for Use by Exception (Grandfathered) by Farrin and Edith Kahoe;
1075 Atlantic Blvd. , Currently zoned CG.
During a lengthy discussion on auto service garages in general, the
Board expressed concern over the fact that there appears to be work
being performed outside of the garages and a generally unsightly
atmosphere on the premises of the service garages that they had
observed. The Board also discussed possible solutions to the problems.

At the end of the discussion Ron Gray motioned that the application
for Use by Exception by the Kahoes' be tabled until the next meeting
to give them a chance to be present to represent themselves. Gregg
McCaulie seconded the motion. The motion passed unanimously.
C. Request for Use By Exception (Grandfathered) by Johnny and Sharon
Foster; 51 W. 7th Street; Lot 1 & 2, Block 71, Section H, Currently
zoned CG.
Further discussion elaborated on the subject of auto service garages
and possible solutions to the problem. No immediate solutions being
visable Gregg McCaulie made a motion that the Fosters' request for
Use by Exception be approved. Guy Jennings seconded the motion. The
motion for approval carried unanimously.
The Board expressed some confussion over the meaning of the Grandfather
clause and Ron Gray suggested that there should be a workshop with the
City Attorney to advise the Board from a legal standpoint as to what
can and can't be done by individuals and businesses when they have been
grandfathered-in because of changes in zoning.

There being no further business before the Board, Chairman McCaulie
adjourned the meeting at 8:40p.m.
