07-15-86 v MINUTES OF THE ADVISORY PLANNING BOARD CITY OF ATLANTIC BEACH July 15, 1986 7:00 P. M. CITY HALL PRESENT: Ron D. Gray, Acting Chairman Ruth Gregg Candace Nordan W. Gregg McCaulie (7:30) AND: Rene' Angers, Recording Secretary J. L. McCue, Jr. Ronald E. Warwick Allan Jensen ABSENT: Guy Jennings The meeting was called to order at 7:08 p. m. by Ron Gray. He asked for a motion on the minutes of the meeting of June 17, 1986. Ruth Gregg motioned that they be approved as presented. Candace Nordan seconded the motion which carried unanimously. NEW BUSINESS A. Lots 1 & 2, Block 70, Section H; 92 West 8th Street ; Request for Rezoning from RG1 to CG and Request for Use by Exception for a Cabinet Shop, by American Alloys & Refractories Company. J. L. McCue, Jr. , 1701 Sixth Avenue North, Jacksonville Beach, of Century 21 Realestate represented the owners in the requests. Mr. McCue stated that under the previous commercial zoning a 40' x 70' steel warehouse-type building was erected on the site. He stated that under the Comprehensive Plan the area was "generally zoned and not walked" therefore zoning the warehouse residential. He added that there is an electrician next door and a body shop behind the property. Carl Grunewald approached the Board and stated that he was purchasing the property contingent upon the rezoning and use by exception. He stated that there would be no Sunday or night time work and that they would run a clean operation and would be landscaping and adding parking. Ron Gray asked whether manufacturing of cabinets was permitted as a use by exception in CG. The City Manager replied that, after discussing it with the City Attorney, they felt it could be classified under building materials and therefore, permitted. Ruth Gregg motioned to recommend approval of the requests. Candace Nordan seconded the motion which carried unanimously. * * * * * * * Ron Gray motioned to recommend adding manufacturing bath and kitchen cabinets to Commercial General as a use by exception. Ruth Gregg seconded the motion which carried unanimously. * * * * * * * B. Request for Use by Exception, Lot 4, Block 9, Selva Marina Unit 9, 1690 Selva Marina Drive, Ronald E. Warwick Mr. Warwick stated that he wanted to use a "summer house" in the rear of his home as his office. He stated that he is a realestate broker and that all business is transacted by telephone; there would be no clients at the house and therefore, no traffic. The secretary informed the board of the covenants and restrictions of Selva Marina Unit 5, which prohibit business operations from accessory buildings but do permit business operations from the main house. Mr. Warwick amended his request to have his office in the main house. Ruth Gregg motioned to recommend approval of the request. Gregg McCaulie suggested that the motion include a condition prohibiting customers and traffic. Ruth Gregg amended the motion. Candace Nordan seconded the motion which carried unanimously. * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * MISCELLANEOUS BUSINESS A. Request for Use by Exception, 1089-91-95 Atlantic Boulevard, Mike Ash ; Deferred from June 17, 1986 Allan Jensen, representing Mr. Ash, presented a current list of the businesses in operation. He stated that numbers 7, 14 and 20; welding repair service, manufacture of surfboard wax and pocessing potatoe chips would have to remain grandfathered-in as they were not permitted as uses by exception. Ron Gray expressed concern that by granting each use by exception to the entire property, Mitco Water Laboratories; storage of chemicals, for example, could move into several units or the entire building. Candace Nordan stated that on inspection of the premises she saw a sign for GEO TEX, Inc. and that it was not on the list of current businesses. Ron Gray motioned to defer the request until the list could be divided into those uses that are permitted, permitted by exception, and grandfathered-in, and until the question of GEO TEX, Inc. , could be answered. Gregg McCaulie seconded the motion which carried unanimously. * * * * * * * B. Request for Use by Exception, 1073 Atlantic Bouelvard Atlantic Beach Mini-Storage, deferred from June 17, 1986. There was no discussion. Gregg McCaulie motioned to recommend approval of the request. Ruth Gregg seconded the motion which carried unanimously. , . * * * * * * * C. Proposed Ordinance #90-86-107 Regulating Vehicle Repair and Towing Operations Candace Nordan was concerned that an 8' fence surrounding property could become a traffic hazard in some situations. After a brief discussion Candace Nordan motioned to defer action on the ordinance until the next meeting. Ruth Gregg seconded the motion which carried 3 to 1, Gregg McCaulie voted no. * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * * There being no further business to come before the board the meeting was adjourned at 8:32 p. m.
