01-15-85 v MINUTES OF THE ADVISORY PLANNING BOARD CITY OF ATLANTIC BEACH, FLORIDA January 15 , 1985 7 : 00 P .M. City Hall PRESENT : Commissioner John W. Morris , Jr. W. Gregg McCaulie , Chairman Mrs . Ruth Gregg Ron Gray AND: A. William Moss , City Manager Rene' Angers , Recording Secretary AND: John Crofts Tawonna Flake ABSENT: Guy M. Jennings The meeting was called to order at 7 :08 p .m. Chairman McCaulie asked if there were any corrections or additions to be made to the minutes of December 4, 1984. Ruth Gregg stated that Ed Ras ' s name had been misspelled, Chairman McCaulie motioned that the minutes be approved, noting the correction. Ron Gray seconded the motion which carried unanimously. * * * Chairman McCaulie called the Board' s attention to the business at hand - Review of Proposed Zoning Changes Along the Mayport Road Corridor. Mr. Moss stated that the Advisory Planning Board had received a request to rezone property on Mayport Road from RG2 to CL and that the Board recommended that the city consider rezoning the property based on the recommendations of professional planning consultants . The City Commission agreed with the recommendation and asked the Board to consider rezoning the entire corridor of Mayport Road. He stated that the City of Jacksonville had readily agreed to assist in the rezoning . He introduced John Crofts and Tawonna Flake of the City of Jacksonville ' s Planning Department . He stated that they had made a presentation to the City Commission and the Commission had referred the plan to the Advisory Planning Board for review and a recommendation. Tawonna Flake presented the Board with a detailed plan of the Mayport Road corridor including existing land use and proposed zoning. She explained the proposed changes . A summarization follows : Advisory Planning Board January 15 , 1985 Page 2 The CI areas fronting Atlantic Boulevard would be down-zoned to CG because it is at the entrance to the roadway which would give a cleaner appearance to Atlantic Boulevard and because CI zoning is too intense for the neighboring residential areas . The CL at Cornell Lane would be shortened so as not to include existing residential uses . The RG2 area fronting the east side of Mayport Road from Donners Road to Church Road would be rezoned to CL to act as a buffer to the residential area and because it is directly across from existing CI uses . The large tract of OR north of Fairway Villas subdivision would be rezoned CL along Mayport Road and residential multi-family to the east. Multi-family was proposed because a single family development should not access Mayport Road through commercial . The frontage on the west side of Mayport Road from West Second Street to Levy Road would be entirely CG to eliminate spots of RG-1 and CG. The depth of the existing CG from West Eleventh Street to Levy Road would be shortened in accordance with the existing land use . A large portion of the ILW area from Levy Road to Edgar Street is actually being used as commercial and would be rezoned to CG. The small CI area from Edgar Street to the city limits line would be rezoned to CG in order to keep an even flow along the west side of the corridor. Mrs . Flake then explained the proposed zoning changes along Mayport Road in the City of Jacksonville . Chairman McCaulie opened the floor for discussion. George Kaser, Beaches Moving and Storage , 1509 Mayport Road, stated that his property is presently zoned residential and that he could not expand the building due to the nonconforming status . Bill Noe, 599 Atlantic Boulevard, stated that Mayport Road is not a good location for office buildings . He felt that both sides of Mayport Road should be zoned CG. Fred Mills , 500 Nautical Boulevard North , stated that his automobile repair service on Mayport Road would be down-zoned from CI to CG. He stated that he planned to expand the business in the future and that he would be prohibited if the zoning was .w Advisory Planning Board January 15 , 1985 Page 3 changed. He added that there is a great need for auto repair services on Mayport Road. Bud Gross , Bud' s Auto Service and Repair, 980 Mayport Road, expressed similar concern. Commissioner Morris stated that he was not concerned so much with auto repair next to residential uses as he was with the other uses provided for in CI zoning. He also suggested dividing the corridor at Donners Road and Levy Road for public hearing purposes , rezoning the northern section first . Ron Gray stated that by adopting the proposed plan the city would be basically eliminating CI zoning in the entire city although the city has a need for certain CI uses . He then motioned to recommend approval of the plan as presented with the provision that some of the uses in Commercial Intensive zoning, which will be eliminated as a zoning classification, be included in Commercial General as 'use by exceptions ' , and that the area be divided for public hearing purposes at Donners Road. Gregg McCaulie seconded the motion which carried unanimously. There being no further business before the Board, Chairman McCaulie adjourned the meeting at 8 : 56 p .m. W. re M ' e, Chairman
