The Advisory Planning Board of Atlantic Beach net Juno 20, at 7:30 in
City Hall.
Chairman Stynchconb, and Mr. West, wore absent.
The nintec of the last meeting were read.
Mr. Potter, gave his report on the Building Code as follows:
The present and pro'jected growth rate of Atlantic Beach and of the
United States Navel Station, Mayeert, makes it apparent that numerous
interests will seek to locate along Nayport Road, and Atlantic Blvd. each
proposed to be rebuilt as four-lamed higinways.
Rapid growth and development of commercial properties will increase
the obligations of the City in regards to fire protection facilities and
abilities.
Close concentration of commercial structures -- each conctrueted of
various materials and containing various products -- will result in a
potential fire hazard of such magnitude as to force increased fire
insurance rates upon all enoperty owners. Likewise, the demands will
exceed the capabilities of the present fire protection facilities.
To provide for the public safety and to promote the orderly growth
of the City, it is recommended that the following action be initiated
without delay:
1. Establish "Fire Limits" to encompass all property zoned for
Business, Industrial, and Multiple Occupancy (more than two family) use.
2. Require that all buildings constructed within the Fire Limits be
of one of the following types:
Fire Resistive - Type A
Fire Resistive - Type B
Protected Non - combustible
Unprotected Non - combustible
Heavy timber
3. That definitions of and limitations for each type of construction
be in accordance with the requirements of the National Bldg. Code, as
recommended by the National Board of Fire Undentriters.
4. That the National Bldg. Code be considered and adopted as the
Building Code for the City of Atlantic Beach. Specific advantages arc:
1. The NB Code is recommended by the National Board of Fire
Underwrites-- the group responsible for establishing fire insurance rates.
2. The NB Code is in use by the City of Jacksonville; is
familiar to local engineers and architects; is subject to continuous
constructive review by the Building Code Advisory Committee and the
Structual Engineers Council for adequacy for local conditions.
Manager Printon, said the work on the street ends on the Ocean Front
has started and can be followed by the planting of shrubs.
Suggestion was made to have all homes use underground garbage cans.
Mr. Potter, wae to check on the various types and ,)rice. A study of where
they should be located should be made.
Mrs. Marvin, suggested the present Architecture of the City Mall, be
carried out in all our future City buildings, giving a uniform residentiv4.1
