BIock 59, Section H subdivision.

COMMUNITY DEVELOPMENT BOARD
September 18, 2001
A regular meeting of the Community Development Board was held. Tuesday, September 18, .2001, in the
City Hall Commission Chambers. Present were Craig. Burkhart, Robert Frohwein, Karl Grunewald,
Samuel Jacobson, Steve Jenkins, Community Development Director Sonya Doerr and Recording
Secretary Susan Dunham.
1. Catl to Order
The meeting was called to order at 8:17 p.m.
2. Approval of Minutes of Meeting of August 21, 2001
A motion was made by Mr. Burkhart, seconded by Mr. Grunewald and unanimously carried to
approve the Minutes of the Community Development Board meeting of August 21, 200E
3. Recognition of Visitors
None.
4. Old Business
a. Review of Proposed Amendments to the Code of Ordinances for the City of Atlantic Beach,
specifically to Chapter 24, Zoning and Subdivision Regulations.
Ms. Doerr stated that she understood the recommended changes to the Code of Ordinances that the Board
`~' recommended at the preceding workshop. She stated that after making these changes, she would forward
copies of the final draft of Chapter 24 to Board members.
A motion was made by Mr. Burkhart, seconded by Mr. Grunewald and unanimously carried to
recommend approval to the City Commission of the proposed amendments to Chapter 24, Code of
Ordinances, finding that the proposed amendments are consistent with the Comprehensive Plan.
5. New Business
a. Application for Variance filed by the City of Atlantic Beach to allow aneight-foot high fence to
be constructed along the rear and side property lines within the RG-1 Zoning District for the
purpose of providing security, buffering and visual screening between existing residential
development.. and proposed Rose Park expansion and improvements, located along West Plaza...
Street, Lots 1 through 6, Block 59, Section H subdivision.
Ms. Doerr advised that this application was before the Board at the request of the property owners
adjacent to Rose Park.. She stated that asix-foot fence would not provide adequate visual screening and
the City's Parks and Recreation Department is concerned about wayward balls. She further stated that the
residents have indicated that an eight-foot fence would be adequate. Ms. Doerr also stated that
landscaping would be provided at the park.
Ms. Dorothy Kerber introduced herself. She stated that she attended the Marsh Oaks .neighborhood
meeting and the residents requested that the City install a concrete wall rather than an eight-foot fence.
Ms. Kerber also stated that if a concrete wall could not be erected, then the residents would accept an
eight-foot fence.
Mr. Jenkins stated that it should be confirmed that the adjacent property owners were in favor of the
eight-foot fence and Ms. Doerr assured him that all adjacent property owners had been contacted and
were in support. of the fence.

Mr. Grunewald stated that to install a fence along the rear and both sides of the park would be "boxing in"
the field. Mr. Frohwein shared Mr. Grunewald's concern that the fence would "close in" the park and.
that this could be contrary to safety. Mr. Frohwein asked Ms. Doerr how Rose Park is unique that it
would require aneight-foot fence when the other parks in Atlantic Beach have six-foot or lower fences.
Ms. Doerr responded that Rose Park would have bleachers and the residents did not want people standing
on the bleachers .looking into their property. Mr. Frohwein stated that he thinks the homes, as well as the
park, are--enhanced by not installing a fence.
A motion was made by Mr. Burkhart and seconded by Mr. GrunewaEd to approve the eight-foot
fence along the north and east sides of Rose Park. A vote was taken and Mr. Burkhart, Mr.
Grunewald, Mr. Jacobson and Mr. Jenluns voted in favor of the motion; Mr. Frohwein voted
against the motion.
6. Resorts and Announcements
Discussion was held with. regard to the illegally parked boat at 1746 Beach Avenue. Ms. Doerr advised
that City Attorney Alan Jensen wrote a letter to the homeowner advising him to remove. the boat from the
Iot or situate the boat on the lot so that it complies with the zoning regulations..
Discussion was held with regard to the concerns Ms. Pilhnore brought to the Board with regard to the
Mayport flyover. Ms. Doerr stated that she has not received a response to the concerns from Mr. Kosoy
but would follow up with him. Mr. Frohwein requested that Ms. Doerr make the request to Mr. Kosoy in
writing and send him a copy of the letter.

The Community Development Board held a workshop on Tuesday, September 18, 2001, in the City Hall
Commission Chambers for the purpose of reviewing amendments to the Code of Ordinances for the. City
of Atlantic Beach, specifically to Chapter 24, Zoning and Subdivision Regulations.
Present were Craig Burkhart, Robert Frohwein, Karl Grunewald, Samuel Jacobson (arrived at 7:00 p.m.),
Steve Jenkins, Community Development Director Sonya Doerr and Recording Secretary Susan Dunham.
The workshop began at 5:07 p.m.
Mr. Frohwein welcomed Mr. Steve Jenkins to the Community Development Board.
The Board conducted a ,page by page review of Chapter 24 and discussed all proposed changes. The
Board proposed several revisions, 'and Ms. Doerr advised that she would make these changes and present.
the proposed amendments to the City Commission.
The workshop ended at 8:15 p.m.
