MINUTES OF THE COMMUNITY DEVELOPMENT BOARD
OF THE CITY OF ATLANTIC BEACH, FLORIDA

Chairman, Don Wolfson, called the meeting to order and asked for approval of the
minutes from the meeting of February 20, 1996. Upon motion duly made and seconded
the minutes were approved.
NEW BUSINESS:
I. Application for Variance filed by Molly Fiscella to construct additions to a nonconforming
residence at property located at 225 Fifth Street.
Mark Pennington, on behalf of his mother, Mrs. Fiscella, introduced himself and explained
to the board that there was a factual error in the staff report in that the portion of the
residence to be improved is not used as a garage but is a separate room with a restroom.
He explained that the applicant desired to expand and remodel the existing room as living
quarters for her mother.
Contractor Edward Swan introduced himself to the board and presented drawings of the
proposed improvements.
After discussion, Mr. McGowan moved to approve the variance as requested and Mrs.
Pillmore seconded the motion.
Mr. Frohwein asked that the motion be amended to dissallow the adding of a kitchen. The
applicant assured the board that there were no plans to add a kitchen.
Mr. McGowan indicated the amendment would be redundant since the zoning code does
not permit two kitchens in a single family residence.
After further discussion, the Chairman called for a vote on the motion and the variance was
granted by a vote of 5 - 1.
DISCUSSION ITEM:
The board discussed proposed changes in the definitions contained in the amendments
to the Zoning Code.
The board agreed to hold another special meeting on April 2, 1996 at 7:00 p.m. and to
include as a regular agenda item the discussion of the proposed zoning code
amendments.
