Chairman McCaulie called the meeting to order at 7:00 p. m. He
asked for comments or corrections to the minutes of the meeting
of January 12, 1988. There being none, the Chairman motioned
that they be approved as presented. Mr. Howie seconded the
motion which carried unanimously.

NEW BUSINESS
A. APPLICATION FOR SIDE YARD VARIANCE, LOT 6, BLOCK 158, SECTION
H, 916 HIBISCUS STREET, BY TERRY W. IDE
Mr. Ide stated that he was requesting a variance to allow an
8'x 12' free standing storage building to remain two feet from
his side property line. Mr. Ide did not obtain a building permit
prior to construction. He stated that he had constructed the
building in November of 1987 for approximately $500. 00 in
materials. He added that they have an 18' x 24' swimming pool in
the rear yard. Mr. Ide presented photographs of the structure
and stated that he had approval from the neighbors next door and
across the street. He added that the only way to move the
building would be with a crane.
No one else from the audience spoke for or against the
application. After discussion Mr. MacDonell motioned to deny the
application. Chairman McCaulie seconded the motion which carried
unanimously.
B. APPLICATION FOR USE BY EXCEPTION FOR AN ANIMAL CLINIC IN A
COMMERCIAL GENERAL ZONING DISTRICT, PART OF LOTS 2 & 3, 1887
MAYPORT ROAD, BY DR. JOHN L. GREEN
Dr. Green stated that he planned to expand his current operation
on Atlantic Boulevard by opening an annex in this commercially
zoned house on Mayport Road. He stated that the lot is
90'x 130' , that they currently have sufficient parking but
planned to add more, and that he is applying to the Department of
Transportation for a curb cut on Mayport Road. He presented the
Board with a basic floor plan of the proposed facility.
Dr. Green added that this would be an out-patient type facility,
that surgery would be performed at the main office on Atlantic
Boulevard and that there would be no outside kennels.
Walter Bell, 1919 Mayport Road, stated that he was the most
immediate neighbor to the property and that he was opposed to the
request. He was concerned that barking dogs would upset the
neighborhood, that Dr. Green may open outside kennels in the
future, and that there is not adequate space for parking.
Mr. MacDonell stated that Driftwood Apartments back up to the
Caring Kennel facility and that there had been no complaints of
barking dogs. He added that there are duplexes behind Dr.
Green's facility on Atlantic Boulevard and that there have been
no complaints. He added that the clinic should not create much
more traffic than the real estate office that operates there now.
Mrs. Gregg motioned to recommend denial of the application.
Mr. Bass seconded the motion. Discussion ensued.
Chairman McCaulie called attention to other uses permitted in CG
without exception: produce market, service station, sale of beer
and wine. He expressed concern for the residential property
owners but felt there was a natural tendancy for
commercialization of Mayport Road.
The vote was called. The motion to recommend denial of the
application failed to pass by a 3 to 3 vote. Gregg, Bass and
Howie voted YES. McCaulie, MacDonell and Tappin voted NO.
C. APPLICATION FOR AN ADVERTISING AGENCY AS A HOME OCCUPATION BY
EXCEPTION, LOT 34, FAIRWAY VILLAS, 2203 FAIRWAY VILLAS LANE
NORTH, BY GARY McCARTHY
Mr. McCarthy is opening an advertising agency in which he leases
space from merchants to advertise other companies products. He
wishes to use a spare bedroom as an office/communication center.
He stated that all materials ( signs, posters) would be kept at a
mini-warehouse and that there will be no employees or traffic.
Ruth Gregg motioned to recommend approval of the application.
John Bass seconded the motion. Mr. MacDonell asked to amend the
motion so that the exception runs to Mr. McCarthy personally and
that there be a two year time limit placed on the exception.
Mrs. Gregg and Mr. Bass accepted the first part of the amendment.
The vote was called. The motion to recommend approval of the
application subject to the exception being issued to Mr. McCarthy
personally carried unanimously.
D. APPLICATION FOR A MAIL ORDER-WHOLESALE BUSINESS AS A HOME
OCCUPATION BY EXCEPTION, LOT 36, BLOCK 11, ATLANTIC BEACH
SUBDIVISION A, 375 PLAZA, BY LEE AND PAIGE KELLISION
Lee Kellision stated that they wish to use a spare bedroom as
their office for their mail order-wholesale business. He stated
that they would use a post office box and that there would be no
additional traffic and no employees.
Mr. Bass motioned to recommend approval of the application.
Mr. Tappin seconded the motion which carried unanimously.
MISCELLANEOUS BUSINESS
A. DETERMINATION AS TO STORING INOPERABLE/WRECKED VEHICLES IN AN
ILW ZONING DISTRICT
There was no one present to discuss the matter, therefore, no
action was taken.
There being no further business before the Board, Chairman
McCaulie delared the meeting adjourned at 8: 18 p. m.
