Chairman McCaulie called the meeting to order at 7:00 p.m. He asked for a
motion on the minutes of the meeting of January 21, 1986. Ruth Gregg
motioned that they be approved as presented. Guy Jennings seconded the
motion which carried unanimously.

NEW BUSINESS
A. Request for Rezoning - H.K.T. , Inc. ; Lot 352, Saltair Section 3;
from RS-2 to RG-2
Wade Tucker, 1650 Leeward Lane, Neptune Beach, stated that he was
requesting the change in zoning in order to construct a duplex. He added
that he would live in half and rent the other half.
Chairman McCaulie opened the floor for discussion.
Jim Byrd, 297 Magnolia Street, stated that he was opposed to any change in
zoning that would permit multifamily structures. He felt it would increase
the drainage and density problems of the Saltair Subdivision and felt it
would be setting a precedent. He presented statements from 20 Saltair
residents who were opposed to the request. J.P. Marchioli, 414 Sherry Drive,
was concerned about the increased traffic, noting that children from Seaspray
go through the area to get to the beach.
The Board addressed the findings of fact as established by the Code. Guy
Jennings motioned to recommend denial of the request for rezoning as per the
findings of fact. Gregg McCaulie seconded the motion which carried unanimously.
B. Request for Use by Exception for child care in a CG district - First
Baptist Church of Atlantic Beach; 1050 Mayport Road, Blocks 42 and 43,
Section H

Virgil Courts, Ponte Vedra Beach, stated that the church had been contacted
by the Navy concerning their need for additional childcare facilities in
the area. He stated that the center would be operated by the Episcopal
Day Care Centers. He added that they had been in contact with H.R.S.
regarding their requirements.
The Board addressed the findings of fact as established by the Code. Ruth
Gregg motioned to recommend approval of the request. Guy Jennings seconded
the motion. He noted that the Board had recommended approval of several
other daycare centers in the area recently. The motion for approval carried
unanimously.

MISCELLANEOUS BUSINESS
A. Roger Steinem, 1290 Ocean Boulevard, discussed the condition of the
tennis court facilities at Russell Park. He noted the poor lighting,
locked restroons, broken water fountain and torn-up windscreens. After a
brief discussion on the matter Guy Jennings motioned to recommend that the
City Conmission evaluate the possibility of developing a master plan for
recreation for the area. Ruth Gregg seconded the motion which carried
unanimously.
B. Ruth Gregg stated that she would like the City Commission to be aware
of the need for a larger post office. After a brief discussion Mrs. Gregg
motioned to recommend that the City Commission investigate the possibility
of obtaining improved postal facilities for Atlantic Beach. Guy Jennings
seconded the motion which carried unanimously.
