The meeting was called to order at 7 : 03 p .m. by Ron Gray
who was acting as Chairman in the absence of Gregg McCaulie .
Mr. Gray asked if there were any comments or corrections to
be made to the minutes of the meeting of July 17 , 1984.
Ruth Gregg motioned to approve the minutes as presented.
Guy Jennings seconded the motion which carried unanimously.

NEW BUSINESS
Mr . Gray called attention to the first item under New Business .
Request for Rezoning - Donald Gupton - Lots 1-6 , Block 52 ,
Section H; from Commercial General to Industrial Light and
Warehousing
Bill Bell , 1876 Sea Oats Drive , of Whitfield Realty, stated that
his company represented Mr . Gupton in his request for rezoning.
He stated that they proposed to change the zoning from CG to
ILW and that they planned to put mini-warehouses on the
property. Susanne Hicks , also of Whitfield Realty , and David
Palmer , Mr . Gupton' s business partner, submitted preliminary
drawings of the proposed mini-warehouses . Mr . Palmer stated
that there is a tremendous need for mini-warehouses in the area.

There was a discussion of the close proximity of the
property to Sawyer Gas Company and the dangers it poses .
Mr. Palmer stated that the mini-warehouses would be of
concrete construction, adding that storage of flammable
liquid is a use by exception in ILW zoning .
Ron Gray asked if mini-warehouses could be considered
limited warehousing , noting that limited warehousing is
a use by exception in CG zoning . Mr. Moss replied that
limited warehousing is the type of storage required by
a general contractor .
Ron Gray motioned to recommend approval of the request to
change the zoning classification from CG to ILW. The
motion died for lack of a second.
Guy Jennings stated that there was available land in the
area already zoned ILW, and that he could see no
justification for the change in zoning classification.
After a lengthy discussion, the applicant stated that he
wished to withdraw his request .

Mr, Gray called attention to the second item under New
Business .
Request for Rezoning - Hiram Caroom - Part of Lots 2 and 3 ,
Section 17-2S-29E ; from Residential General (RG-2) to
Commercial Limited
Mr . Caroom stated that he wished to change the zoning
classification of the brick house on the corner of Dora Street
and Mayport Road to CL and that he would put offices in the
building. He said that the residents on Mayport Road are
subject to loud noise and traffic hazards . He presented a
diagram of the area from Donner Road to Church Road, which
noted only four houses fronting Mayport Road as opposed to
five commercial buildings .
Guy Jennings stated that it would be hard for a developer
to justify a rent structure for a multi-family development
on Mayport Road due to the high cost of land and construction.
He suggested that , rather than spot zoning Mr . Caroom' s
property, the entire portion of land fronting Mayport Road
in that area be rezoned to CL to act as a buffer to the RG-2
area.

Ruth Gregg motioned to recommend to the City Commission that
the strip of land along Mayport Road, from Donner Road north
to Church Road, be rezoned to Commercial Limited, based upon
the recommendations of a professional planning consultant
as to the depth.
Guy Jennings seconded the motion which carried unanimously.
Mr . Jennings then motioned to recommend approval of Mr . Caroom' s
request based upon the previous recommendation. Ruth Gregg
seconded the motion.
Mr . Moss and Comunissioner Van Ness were in agreement that by
granting Mr. Caroom' s request , they would be "locking in" the
City and limiting the planning consultant's options of what
could be done with the area.
Mr . Jennings withdrew his motion. He then motioned to recommend
that the City Commission, in light of the Board' s previous
recommendation, review Mr . Caroom's request . No recommendation
was made as to approval or denial of the request based upon
the spot zoning that would result in its approval . Ruth Gregg
seconded the motion. The motion carried unanimously .

The Chairman called attention to ,the third item under New
Business .
Request for Rezoning - Martin Oil Company - Lots 1 and 2 , Block
17 , Donner' s Replat ; from Residential General (RG-2) to
Commercial General
Richard Martin introduced himself and stated that Martin Oil
would like to change the zoning classification from RG-2 to
CG and that they have a buyer for the property, contingent
upon the rezoning . He said that the buyers plan to put a strip
shopping center on the property . He added that the property was
zoned CI when they purchased it approximately eight years ago .
Commissioner Van Ness stated that the Martin' s property is in
the same area as the previous request . She informed Mr. Martin
that the Board could do no more for him than they did for Mr .
Caroom in his rezoning request .
Roland P . Martin, President of Martin Oil , requested that a
vote be called.

Mr . Gray called attention to the last item under New
Business .
Request for Rezoning - David Nelson and Ervin Lane - Lots
1-4, Block 34, Section H; from Commercial General to
Commercial Intensive
Mr. Lane introduced himself and stated that they wished to
change the zoning classification to CI to put a used car
lot on the property .
Ron Gray stated that this would result in spot zoning. Guy
Jennings stated that the property was logically zoned CG
and not CI because of the residential neighborhood directly
across Mayport Road.
After a brief discussion, Guy Jennings motioned to recommend
denial of the request . Ruth Gregg seconded the motion
which carried unanimously.

MISCELLANEOUS BUSINESS
There was a brief discussion on the status of the Aquatic
Gardens Subdivision and Crofton Builders .
The meeting was adjourned at 8 : 56 p .m.
