REGULAR MONTHLY MEETING OF
ADVISORY PLANNING BOARD FOR THE CITY OF ATLANTIC BEACH, FLA.
FEBRUARY 16, 1966
The regular monthly meeting of the Atlantic Beach Advisory Planning
Board was held at the City Hall at 7:30 P.M. on Wednesday, February
16, 1966.
Present: Mrs . Mabel Marvin, Alan Potter , and D. H. Stynchcomb.
MEMORIAL PLAQUE
Establishment of a central location to be determined for the
erection of a Memorial Plaque was discussed. After con-
sidering several possibilities , it is recommended that the
City Commission consider erecting along one wall of the City
Hall a suitable space for a Continuing Memorial Plaque. It
is further recommended that certain qualifications for listing
of persons who have provided long service to the City be
established. It is felt that this method of remembering those
prominent in the City's affairs would be conspicuous and per-
manent and superior to erection of memorials at many locations
in the community.
DEVELOPMENT OF LAGOON
Development of a lagoon to replace the existing open ditch
traversing the City Playground and Park is recommended. Such
a lagoon should be developed to be similar to Huguenot Park
at South Jacksonville Beach; could be stocked with fish with
fishing restricted to the youth of the community; and could
be landscaped to make an attractive area for our community.

SIGN ORDINANCE
In accordance with a motion of the City Commission a Sign
Ordinance was returned to the Planning Board for consideration.
Information as to comments from Citizens and other interested
persons speaking at the public hearing was lacking in concrete
evidence of any undesirable portion of the proposed ordinance.
After considerable discussion the Planning Board unanimously
recommends that the City Commission favorably reconsider and
give prompt passage to the Sign Ordinance as previously
written and submitted. Arguments in favor of this recom-
mendation are:
1. The ordinance is clear and complete.
2. The ordinance serves the best interests of residents
and businesses IN the City of Atlantic Beach.
3. The ordinance is not a punitive ordinance -- All businesses
in Atlantic Beach are allowed outdoor signs on their
property to advertise their products or services .
4. The ordinance is only restrictive as to quality and
prolification of signs .
5. The ordinance was drafted after a thorough review of
similar ordinances from cities throughout the State of
Florida. Many such residential type communities , as is
Atlantic Beach, have ordinances similar to the one pro-
posed.
6. The proposed ordinance provides control of location,
quality, and type of signs ; thereby promoting uniformity
and in the end a neater , more beautiful City.
