The Advisory Planning Board of the City of Atlantic Beach, met November 2°'th,
1961, in City Hall .
The Board reviewed the Preliminrry nlans presented by Hercules Inc. for the
nronosed shoaling center to be located on Atlantic Blvd. at Penman Rd.
The recommendations of the Planning Board are:
1. The overall undeveloned tract along Atlantic Blvd (annroxima.tely 2,145Ft)
should be accented fordevelonment as two narcels; one nercel easterly and
one parcel westerly of a new roadway connecting Penman Rd. end Royal Palms
Drive.
2. The new roadway connecting Penman Road and Royal Palm Drive should be
constructed to provide four traffic lanes. The roadway should be constructed
by the developers and should be dedicated to the City.
3. The connection between Sailfish Drive East and Atlantic Blvd. should be
constructed (with new alignment) to provide four traffic lanes. The roadway
should be constructed by the developers and naners nrenared for dedication;
however, the City should defer acceptance until an evaluation of the effect
of traffic on the existing Sailfish Drive East (induced by the proposed new
U.S. Post Office and the shopping center) is made. In the interest of
public safety the City may be compelled to close Sailfish Drive East at its
present southerly right-of-way.
4. Exits leading onto Atlantic Blvd, between Penman Rd. and Sailfish Drive
East, should be prohibited.
5. Entrance-Exit Driveways for access to the shonning center narking area
should be restricted to two such driveways on Sailfish Drive East and two
such driveways on Penman Rd. Suitable, restrictive high curbs should be
constructed along each of the above roads, except at driveways, to assure
Proper traffic control.
6. Abuilding restriction line, narallel to Atlantic Blvd, should be
established to -prevent any undesireable encroachment of structures on the
parking area. This line should be established nrior to approval of the
initial construction phase. For a suggestion, this line should be
approximately 350 to 400 feet back from Atlantic Blvd. Development easterly
of Sailfish Drive East would not be governed by this line.
7. Parking areas should be nienned to provide adeoun.te (customer parking"
in the vicinity of each store or customer attracting facility. Specifically,
the proposed new U.S. Post Office should have"customer parking" adequate
to meet the needs of the citizens of Atlantic Beadh (nreliminary plans
indicated space for only sip automobiles at the new post office) .
8. All shonning eenter structures and signs should be architecturally
comnatible. The apnea..rance of the shopping center shoud be an asset to the
community.
9. Variances to the zoning ordinance shouldbe denied. Variances at the
early stages of the development will defeat the constructive purposes of
the zoning ordinance.
