Chairman Gregg McCaulie, called the meeting to order and
asked for approval of the minutes from the meeting of June 16,
1992. Upon motion duly made and seconded said minutes were
approved.
NEW BUSINESS:
I. Application for Variance filed by Dr. David Pietrasiuk for
reduction of the right side setback line for construction
purposes on property located at 1918 North Sherry Drive.
Mr. Bob Esposito introduced himself to the board and explained
the reasons the Use by Exception was requested. Dr. Pietrasiuk
also introduced himself to the Board. During discussion,
alternative approaches requiring less variance were put forth by
the Board. The applicant felt his original proposal was most
appropriate.
After discussion, Mr. Howie moved to approve the variance as
requested, Mrs. Gregg seconded the motion and the motion was
defeated by a vote of 4 -2.
II. Application for Variance to construct a gazebo on access
easement filed by PBD, Inc. , for property located on the south
side of Alicia Lane in Tiffany by the Sea Subdivision.
Mr. Safa Mansouri introduced himself to the board and stated the
reasons a variance was being requested. He acknowledged that
construction was already under way but had commenced without his
knowledge.

Mr. Wolfson stated that some sort of fine should be levied
against contractors and/or owners who begin construction
without City approval.
After discussion, Mr. Wolfson moved to approve the variance, Mrs.
Gregg seconded the motion and it was passed by a vote of 4 - 2.
III. Application for Change in Zoning Classification from RS-2
to RG-1 filed by Jacqueline Wurn and Stephen L. Grad for property
known as Lot 8, Block 9, Subdivision A, located in the 300 block
of 7th Street.
Mr. John Baillie introduced himself to the Board and explained
the reasons a Change in Zoning Classification was being
requested, including the existing higher density uses surrounding
the subject lot.
Mr. Lyman Fletcher, Dave Hackney and Barbara Phillips each
introduced themselves to the Board and stated objections for the
change in zoning classification. The Chairman read a letter from
R. S. Jackson who also objected to said application.
Mr. Wolfson stated that he would not be voting due to a conflict
of interest.
After discussion, Mr. Howie moved to deny the request, Mrs. Gregg
seconded the motion and it passed unanimously.
There being no further business to come before the board, on
motion made and seconded the meeting was adjourned.

\\ith a voting conflict of interest under Section 112.3143, Florida Statutes. The requirements of this law are mandatory; although
the use of this particular form is not required by law, you are encouraged to use it in making the disclosure required by law.
Your responsibilities tender the law when faced with a measure in which you have a conflict of interest will vary greatly depending
on whether you hold an elective or appointive position. For this reason, please pay close attention to the instructions on this form

A person holding elective county,municipal,or other local public office MUST ABSTAIN from voting on a measure which inures
to his special prisatc gain. Each local officer also is prohibited from knowingly voting on a measure which inures to the special
gain of a principal (other than a government agency) by whom he is retained.
In either case, you should disclose the conflict:
PRIOR TO THE VOTE BEING TAKEN by publicly stating to'the assembly the nature of your interest in the measure on
which you arc abstaining from voting; and
WITHIN IS DAYS AFTER THE VOTE OCCURS by completing and filing this form with the person responsible for recording
the minutes of the meeting, who should Incorporate the form in the minutes.
APPOINTED OFFICERS:
A person holding appointive county, municipal, or other local public office MUST ABSTAIN from voting on a measure which
inures to his special private gain. Each local officer also is prohibited from knowingly voting on a measure which inures to the
special gain of a principal (other than a government agency) by whom he is retained.
A person holding an appointive local office otherwise may participate in a matter in which he has a conflict of interest, but must
disclose the nature of the conflict before making any attempt to influence the decision by oral or written communication, whether
made by the officer or at his direction.
IF YOU INTEND TO MAKE ANY ATTEMPT TO INFLUENCE THE DECISION PRIOR TO THE MEETING AT WHICH
THE VOTE WILL 13E TAKEN:
