03-12-85 v MINUTES OF A SPECIAL WORKSHOP OF THE ADVISORY PLANNING BOARD CITY OF ATLANTIC BEACH, FLORIDA March 12, 1985 7:00 P.M. City Hall PRESENT: W. Gregg McCaulie, Chairman Commissioner John W. Morris, Jr. Mrs. Ruth Gregg Guy M. Jennings Ron D. Gray AND: Richard C. Fellows, City Manager Rene' Angers, Recording Secretary Chairman McCaulie called the meeting to order at 7:00 p.m. He stated that the Board was holding a special workshop for the purpose of discussing which Commercial Intensive uses should be allocated to other zoning classifications. He informed the audience that they would be given a chance to ask questions and make brief comments at the end of the meeting. The Board went through each Commercial Intensive use and use by exception and determined whether the use should be deleted, moved to another clas- sification, or whether it was already permitted in another classification. Commercial Intensive Permitted Uses Retail Outlets - *Sale of new and used automobiles - moved to CG as a use by exception. *Sale of trucks and tractors - already a permitted use in ILW. *Sale of mobile homes - moved to ILW as a permitted use. Ruth Gregg was concerned that they could become dangerous in high winds. *ale of boats - already a permitted use in ILW, would be added to CG as a use by exception. *Sale of vehicle parts - moved to CG as a permitted use. *Sale of heavy machinery and equipment - already a permitted use in ILW. *Plant nursery - already a permitted use in CG. It was noted that a whole- sale nursery would be under ILW, wholesaling. *Sale of lumber and building supplies - moved to CG as a permitted use. Service Establishments - *Automotive service station or truck stop repair and service garage - truck stop repair - deleted, wording changed to: automotive/truck service garage (not including semi-tractor trailers) - moved to CG as a use by exception. Wholesale establishments - already a permitted use in ILW. *Produce markets - moved to CG as a permitted use (not to include outside sales) . *Steam laundry - laundry is already a permitted use in CG and CL. *Contractors yard - moved to ILW as a permitted use. *Hotel and Motel - already a permitted use in CG. *Restaurant (including drive-in) - restaurant is already a permitted use in CG and a use by exception in CL. The Board discussed the difference between a drive-in restaurant and a drive-thru restaurant. The Board felt that 'drive-in' was an outdated term and should be deleted. *Bar and lounge - on premise consumption of liquor, beer and wine is already permitted as use by exception in CG. *heater - already a permitted use in CG. *Government buildings and facilities - already a permitted use in the other classifications. Commercial Intensive - Uses by Exception *Child care center - already a use by exception in CG. *Church - already a use by exception in CG. *Hospital - moved to CG as a use by exception. *Sanitarium- deleted *Group housing - already a use by exception in RG-2 and RG-3. *Nursing home - moved to CG as a use by exception. *Racetrack, open air theater, and marina - deleted. Marina would also be deleted from CG as a use by exception. *Mini-warehouse - moved to ILW as a permitted use. Limited warehousing in CG would be clarified by adding ' (not including mini warehouses) ' . The Board generally felt that uses permitted in CL should be permitted in CG, and uses permitted in CL as uses by exception should be permitted in CG as uses by exception. Guy Jennings brought up the qua_s tion of whether the city wants to have apartment complexes in CG districts. After a brief discussion the Board felt that apartment complexes should be deleted from CG as a use by exception. Advisory Planning Board Special Workshop March 12, 1985 Page 3 Commissioner Morris asked the Board to consider the possibility of another major artery west of Mayport Road. There was a brief discussion of the area west of Mayport Road. Guy Jennings thought the Board should consider either moving the RMH zoning to a more suitable area or deleting it. There was a discussion as to whether the frontage at Atlantic Gardens Apartments and Forrestal and Saratoga Circles should remain residential. The Board seemed to agree that the frontage should be commercial. Guy Jennings stated that they may need a more limited commercial zoning next to the RS2 area. The Board discussed the possibility of a new classification, CPO; Commercial Professional Offices, which would permit offices but not sales or manufacturing. The Board seemed to agree that CPO would be a better buffer to the single family area. Chairman McCaulie asked the audience for comments. Bob Hall, Coast Electric, 37 West Eighth Street, was concerned that he no longer would be permitted to work on semi-trucks. The Board informed Mr. Hall that he would be grandfathered-in and could continue the work. George Kaser, Beaches Moving and Storage, was concerned that the property on Mayport Road from Donners Road north to Church Road was proposed to be changed to CL. He stated that he had walked 300' off Mayport Road on each street and that the nature of the area was CG rather than CL. He stated that there are approximately 23 commercial uses, 11 homes, and 38 vacant lots in the area. He asked the Board to consider rezoning the area to CG. Guy Jennings stated that it was likely that high density apartments would develop in the area in the future and that CG would be compatible. John Leslie felt that, due to the naval base, both sides of Mayport Road should be zoned Commercial General. After a brief discussion on the matter, Chairman McCaulie adjourned the meeting at 9:37 p.m. • W. G -gg I C1.1 -, Chairman (h) CI Commercial Intensive (1) Intent. These districts are intended for high intensive sales and services which require a conspicuous and accessible location with direct access to highways. These uses are generally more intensive than CL and CG uses and require ample off-street parking and loading. (2) Permitted Uses (a) Retail outlets for sale of general merchandise, including new or used automobiles, trucks and tractors, mobile homes, boats, vehicle parts (but not wrecking yards, storage yards, junk yards or scrap processing yards) , heavy machinery and equipment, plant nursery, lumber and building supplies and similar products. (b) Service establishments of all kinds including automotive service station or truck stop repair and service garage, amusement-park, eirems, wholesale establishments, produce markets,-steams-laundry, contractors yard and similar uses. (c) Hotel and motel (d) Restaurant (±ne1 big dr±v =hr) -- (e) Bar and lounge (f) Theater (g) Government buildings and facilities CI zoning classification has been deleted. Those uses that have been STRUGR-THRHUGH have been deleted as uses. The remaining uses are already in other zoning classifications or have been incorporated into other classifications. These districts are intended to provide general retail sales and services for the city as a whole. These districts should have direct access to major thoroughfares and are well suited for development of cannu ity shopping centers. (2) Permitted Uses (a) Retail outlets for sale of food and drugs, wearing apparel, toys, sundries and notions, books and stationery, luggage, jewelry, art, cameras, photographic supplies, sporting goods, hobby shops and pet shops (not animal kennel or veterinarian) , bakery (but not wholesale bakery) , home furnishings and appliances, office equipment and furniture, hardware, lumber and building materials, auto parts, and similar uses. (b) Service establishments such as barber or beauty shop, shoe repair, restaurant, gymnasium, laundry or dry cleaner, funeral home, job printing, radio and television repair. (c) Banks, loan companies, mortgage brokers, stockbrokers, and similar financial institutions. (d) Business and professional offices (e) Hotels and motels (f) Retail plant nursery (g) Retail sale of beer and wine (h) Auto service station {net-repair) maintenance and minor repairs, car wash (i) Theater (j) Government Buildings and facilities (k) Produce markets (no outside sales) (1) Those uses permitted in Commercial Limited zoning. (f) CL Commercial Limited (1) Intent. These districts are intended for low intensity commercial uses and business and professional offices which:are suitable within close proximity to RS districts. (2) Permitted Uses (a) Service establishments such as barber or beauty shop, shoe repair, loundry or dry cleaning puck-up, tailer or dressmaker (b) Art gallery, library, museum (c) Medical and dental offices (but not clinic or hospital) (d) Professional offices such as accountant, architect, attorney, engineer, optometrist and similar uses. (e) Business offices such as real estate broker, insurance agent, manufacturing agent and similar uses. (f) Banks and financial institutions (g) Convenience food stores but not super markets (h) Apothecary (i) Government buildings and facilities ** No change in permitted uses CL - continued (3) Uses by Exception (a) Medical or dental clinic (b) Child care center (c) Church (d) Restaurant (not drive-in) (e) Convenience food store with retail sale of gasoline No change in uses permitted by exception (i) ILW Industrial Light and Warehousing (1) Intent. These districts are intended for light manufacturing, storage and warehousing, processing or fabrication of non-objectionable products, not involving the use of materials, processes or machinery likely to cause undesirable effects upon nearby or adjacent residential or commercial activities related to the character of the district and supporting its activities are permitted. (2) Permitted Uses (a) Wholesaling, warehousing, mini warehouses, storage or distribution establishments and similar uses. (b) Light manufacturing, processing (including food processing, but not a slaughter house) , packaging, or fabricating in completely enclosed building. (c) Bulk storage yards, not including bulk storage of flammable liquids. (d) Outdoor storage yards and lots (provinding front yards and 6' fence and excluding junk yards) , contractors yards. (e) Establisl en.ts for sale and repair of new and used automobiles, motorcycles, trucks and tractors, boats, automotive vehicle parts and accessories (except junk yards) , heavy machinery and equipment, farm equipment, lumber and building supplies, mobile homes, monuments and similar uses. (f) Heating and air conditioning, welding, sheet metal works, plumbing and electrical sales, laundries and dry cleaning, bakeries, bottling plants and similar uses. (g) Vocational, technical, trade or industrial schools and similar uses.
