REGULAR MONTHLY MEETING OF
ADVISORY PLANNING BOARD FOR THE CITY OF ATLANTIC BEACH, FLORIDA
MAY 19, 1965
The regular monthly meeting of the Atlantic Beach Advisory Planning
Board was held at the City Hall at 7 :30 P.M. on Wednesday, May 19, 1965.
Present: D. H. Stynchcomb, Mabel Marvin, Alan Potter, Carroll West
and City Manager A. J. Craig.
MR. JACK SHANNON
A letter was received from Mr. Jack Shannon requesting approval
for the use of a trailer to be placed on the property of Don's
Locker, to be used by Chief Petty Officer Grodsky. The Plan-
ning Board recommends that the request be denied as this would be
setting a precedent and allow any citizen to do likewise; also,
due to the trailer's type of construction. Mr. Stynchcomb moved
that this was not consistent with the City Building Code. Refer-
ence was made to Article 13, Page 10, Temporary Residence.
Seconded by Mrs. Mabel Marvin.
MR. DON JAHNKE
A letter was received from Mr. Jahnke requesting permission to
place a maximum of five (5) used cars, for the purpose of selling,
on the property of the American Oil Service Station on Atlantic
Boulevard, west of Bennett's Drive-in Grocery. It was brought out
that this does not meet with Section IX(2)(g) , Outside Storage of
Stock Supplies and Equipment.
Moved by Mrs. Marvin and seconded by Carroll C. West, Jr. , that
this be denied.
MR. WILLIAM S. HOWELL
Received a request for a sign at 401 Atlantic Boulevard for the
above-named Mr. Howell. Mr. Craig stated that sign meets all
requirements.
Moved by Mr. Stynchcomb and seconded by Mrs. Marvin that sign be
approved and accepted.
ROBERT L. TURNER - Bache Signs.
Received a request for a sign 10' X 40' to be erected west of
Aquatic Drive for the Heritage of Jacksonville Beach.
We recommended that the request be denied as property is Business
"A", an arterial highway, and not a service to the neighborhood.

The Board read this ordinance which has been drafted and unani-
mously meets with the approval of the Board.
Recommended that the City Commission pas on this immediately.
MRS. THELMA KEITH
The Board recommends that the City Commission inform Mrs. Keith
that we are holding this matter in obeyance because there is an ordin-
ance pending for covering the construction of apartments; and this
should not be construed that we are disapproving her application.
The Board once again requests that the City Commission propose
and pass on ordinance incorporating our recommendations in this Board's
minutes of April 21, 1965, which read as follows:
"All applications for re-zoning must be accompanied by a map or
chart showing the location of the property to be re-zoned, show-
ing by lots and name of owner all other parcels within a 300-
feet radius of all property lines of the parcel or parces which
would be re-zoned. A list of the owners of all properties with-
in the 300-feet radius, setting forth the owners' approvals or
disapprovals, must also be submitted with the application.
Further, the applicant should be required to publish for three
(3) consecutive weeks prior to a public hearing, in a local paper
of regular publication, the facts regarding the application for
re-zoning. Also, a sign should be placed in a conspicuous spot
on the property, stating that an application for re-zoning has
been made, and the classification to which the property would
be re-zoned."
The reason for this recommendation is to put the responsibility on
the property owner rather than the city employes, City Commission, or
the Planning Board.
CHAIRMAN POTTER
Suggested that the City Commission sends a letter of appreciation
to Miss Lisa Nelson, daughter of Mr. Roy Nelson, recognizing her for the
favorable publicity she has brought to the City of Atlantic Beach through
her tennis accomplishments.
This brought the meeting to a close.

Please consider this my application for an occupational
license for "Used Car Sales", not more than five cars.
This business would be conducted by the writer at Al Perry's
American Service Station, 715 Atlantic Boulevard. There would
be no junk cars involved and there would be no outside repair-
ing.
I will appreciate your acting on this application at your
next meeting, if possible.
