Officer Trudy Lopanik, Secretary 1 Approval of Minutes of May 4, 1993. A motion was made, seconded, and passed to approve the minutes of the meetings of May 4, 2993. 2 Recognition of visitors and quests - ~here were no visitors or quests. 3. Old Business: George Bull referred to Case No. 0056, William Blackard, Jr. He reported Mr. Blackard had completed the first phase of work on the stabilization of his property. Mr. Bull reported the work was moving along and looked well, and that Mr. Blackard was in compliance with the Board's recommendations. A discussion ensued relative to an appeal that had been filed against the findings of the Board by Mr. Blackard. It was reported Alan Jensen, City Attorney, had filed a motion to dismiss Mr. Blackard's appeal. Case No. 0057 - Mark Kredell - Complaint filed regarding property located at 387 Third Street, in violation of Standard Mechanical Code Section 308.9.3, "Minimum size of the exhaust duct shall be 4 inches ID." (3" Duct installed by Mark Kredell at 387 Third Street) Don Ford reported David Johnson, 387 Third Street, had the dryer exhaust duct repaired and it was in compliance with the findings of the Board. The Board accepted Mr. Ford's report. 4. New Business• Case No. 0058 - Fred Lewis - owner of property located at 1820-1850 Mayport Road (Mills Plaza), in violation of Section 12-1-7 Abandoned Vehicles, and Section 24-111 zoning - No Outside Storage. George Bull read the case hearing procedure for Case No. 0058 and asked witnesses to stand and be sworn in. Karl Gruenwald reported Fred Lewis was 908 in compliance with the Code. He reported in February, 1993 several abandoned vehicles were noticed on the property and it was brought to the attention of the tenants. In March, 1993 it was noted the abandoned vehicles were still on the property and Mr. Gruenwald discussed the matter with Mr. Lewis and the tenants. Mr. Lewis indicated he was having difficulty with the tenants moving the vehicles from one place to another. In. May, 1993 it was again noted by the City that the vehicles were still on the property, and, following this investigation, a certified letter was sent to Mr. Lewis on March 16, 1993. The Code Enforcement Inspector also spoke to Mr. Lewis and Mr. Lewis advised he was in the process of clearing the property. Mr. Gruenwald advised an inspection was made by the City on July 6. 1993 and he proceeded to pass out photographs of the property. He indicated there were still a few abandoned parts on the property, as well as an auto frame on the roof. A motion was made and seconded as follows: Motion: Grant Mr. Lewis 10 days to clear up the property to the satisfaction of the Code Enforcement Inspector. If the property is not cleared within 10 days, Mrs. Lewis shall be fined X50.00 per day thereafter No discussion before the vote. The motion carried unanimously. ~'1Case No. 0059 - William Thomas - owner of property located at 225 Nautical Blvd, in violation of Section 24-159, Home Occupation, and Section 12-1-3, High Grass/Weeds/Trash. Haywood Dowling read the case hearing procedure for Case No. 0059 and asked witnesses to be sworn in. Suzanne Green reported the property was cited for having debris and vegetation. Don Ford passed out pictures and advised a notice was sent June 4, 1993. The property owner advised he would have the property cleared by June 25, 1993; however, debris was left on the street. The debris has since been cleared, and the property owner, although he has accomplished much work, has not cleared the property 1008. Suzanne Green called William Thomas to speak. Robert Hancock stepped to the podium and advised he was the son-in-law of William Thomas, and that he lived at 225 Nautical Blvd. He indicated he had a landscaping business and was properly licensed with the city. He indicated his father-in-law, William Thomas, presently resided in Maine and was the owner of the property. He indicated he moved to the property four years ago and he had made substantial progress in clearing and improving the property. He indicated it was his intention not to leave any debris for the city to pick up. Mr. Bull asked Mr. Hancock how long it would take him to finish clearing n the property, to which Mr. Hancock replied 10 days would be adequate. -2- ;,z~ motion was made and seconded: Motion: Grant William Thomas/Robert Hancock 10 days to clear the property to the satisfaction of the Code Enforcement Inspector. If the property is not cleared within 10 days time, a fine of $50.00 will be levied against William Thomas No discussion before the vote. The motion carried unanimously. A discussion ensued relative to the status of Case No. 0022, Charles Watson, 270 Mayport Road, and the progress of demolition of the property. Don Ford reported Mr. Watson had dropped a heavy object on his foot and thus was not able to finish work. Mr. Watson had contracted to have the work continued, and Mr. Ford indicated Kimmons Recycling would be working on the property to clear and rake the property. 5. Board Members Comments 6.
