New Business 4. Status Report from Code Enforcement Officer 5. Board Members Comments 6. Adjournment MINUTES OF THE CODE ENFORCEMENT BOARD MEETING HELD AT CITY HALL ON NOVEMBER 1, 1988 AT 7:30 P.M. CALL TO ORDER: Present: George Bull, Jr. , Chairman Ronald Della Porta Mattie Freeman Jerome R. Strayve, Members AND: Suzanne Bass, Prosecuting Attorney Rene' Angers, Code Enforcement Officer Karen S. Moore, Secretary ABSENT: Herbert Moller, Absent with excuse Allen Salfer, Excused due to Illness Fred Mills, Absent without excuse Claude Mullis, Counsel to the Board Chairman Bull stated Mr. Fred Mills had missed two meetings without an excuse and according to the rules set up by the State of Florida which stipulated when a Board member is absent two times without an excuse in the same year, his membership on the Board is automatically terminated. * * * * * * * * * * * * * * * * 1. Approval of Minutes of July 5, 1988. Mr. Strayve moved for approval of the minutes of July 5, 1988 as written. The motion was seconded by Mrs. Freeman and carried unanimously. * * * * * * * * * ** * * * * * 2. Recognition of Visitors and Guests. Chairman Bull welcomed City Manager Richard Fellows whom was seated in the audience. * * * * * * * * * * * * * * * * 3. New Business A. Status report from Code Enforcement Officer Mrs. Rene' Angers stated she had one item to bring before the Board but the item had been resolved prior to the meeting. She also reported there were four outstanding complaints that she was working on and everyone was being very cooperative in trying to resolve them. Mrs. Suzanne Bass asked Mrs. Angers about the complaint that had been resolved prior to the meeting. Mrs. Angers replied it was a home at 408 Aquatic Drive owned by Steve Chambers who had a boat parked in the front yard. The neighbors and the Neighborhood Association had complained about it. She stated one letter had been sent in June asking him to remove the boat, he did not comply and another letter was sent asking him to appear before the Board. He complied with that letter and moved the boat. * * * * * * * * * * * * * * * * Code Enforcement Board Meeting, November 1, 1988 Page 2 4. Board Members Comments Mrs. Freeman stated she thought everything had been going well and she had enjoyed being on the Board. Mr. Strayve echoed Mrs. Freeman's comments and added he was delighted with the success Mrs. Angers has had in solving the complaints. Mr. Bull stated he wanted to take some time and explain some things that had been misunderstood by Board members and the citizens. He advised that the Board had been formed more or less as a judge and jury to hear complaints from the City relative to citizens disobeying Ordinances. He stated he had been called by citizens who were unhappy with the way complaints were handled by Mrs. Angers as far as pursuing violations. He commented that this was none of the Boards business. The process was, if a citizen had a complaint, they would call the Code Enforcement Officer. Then it becomes Mrs. Angers' responsibility as an agent for the City to pursue the matter. If she or the City decides they do not want to pursue the matter, it was no concern of the Board. He stated he did not want the Board to ever get in a position from the publics opinion that they were siding with Mrs. Angers or Mr. Fellows or the code itself. The Board was here to interpret a violation when it occurs and was being prosecuted. He advised the Board if they heard of any complaints, they should channel them onto the Code Enforcement Officer. * * * * * * * * * * * * * * * * 5.
