If a Boazd Member has questions or would like further information regarding any of the reports;
the Code Enforcement Officer will be happy to respond to questions at the meeting.
Case No. 0107 -Sarah and Charles Bratcher -property lying between West 9th Street and
West 10th Street
As directed by the Board, the Bratchers have complied with the first part of the order by June 7,
1996. The boat remains on the property at this time and may remain until November 15, 1996.
Case No. 0108 -Robert J. Stewart - 348 Church Street
Mr. Stewart was denied garbage pick up by the City under the conditions it was placed out. A
hand delivered notice was given to Mr. Stewart and he is now in the process of compliance. i
personally met with Mr. Stewart and pointed out conditions in need of improvement.
Case No. 0112 -Wayne Weinaug - 850 Amberjack Lane
Mr. Weinaug was to comply. Mr. Ford instructed him to have his permit process completed by
June 24, 1996 or he would condemn the structure. Mr. Weinaug requested an additiona130 days
to hire a contractor and complete an aluminum screen enclosure to replace what he had illegally
~ constructed. This time extension was not granted by Mr. Ford. Mr. Weinaug agreed to demolish
the illegal structure and hire a contractor to complete an aluminum screen enclosure. A permit
has been issued for a screen enclosure.

Case No. 4629 -Willie Knight - 790 Sailfish Drive.
The owner of the property is in violation of the Standard Plumbing Code Sections 601.2 and
604.3 and Chapter 22, Sections 22-41 and 22-29, Failure to Pay Past Due Bill of the Code of the
City ofAtlantic Beach in that there exists on the premises located at 790 Sailfish Drive the
following condition(s): failure to be connected to an approved water system and failure to
pay past due water bills. Karl Grunewald to report.
Case No. 4473 -Charles Bullock -120 Camelia Street.
The owner of the property is in violation of Chapter 24, Section 24-1 b3-2 of the Code of the Ciry
of Atlantic Beach in that there exists on the premises located at 120 Camelia Street the following
condition(s): storing a boat in front of front yard setback line -boat license #FL3428AJ.
Repeat violator.
Case No. 4576 -Sean L. Phinney - 385 East Coast Drive.
The owner of the property is in violation of Chapter 24, Section 24-65-C Permit Required and
Chapter 19, Section 19-1 Obstructing Right-of--Way of the Code of the City of Atlantic Beach in
that there exists on the premises located at 385 East Coast Drive the following condition(s):
permit required for a fence and obstruction of right-of--way by placing a fence on the right-
of-way. A fence permit was issued and the fence was moved from the right-of--way.
Case No. 4362 -Robert Lang, Jr. - 2142 Fairway Villas Lane.
The owner of the property is in violation of Chapter 12, Section 12-1-3 of the Code of the City of
Atlantic Beach in that there exists on the premises located at 2142 Fairway Villas Lane the
following condition(s): high weeds and grass, outside storage of bikes and miscellaneous
trash -bottles, cans, paper and other items in front of the house. Karl Grunewald to report.
NEW BUSINESS:
Case No. 4626 -Robert Fuller - 83b Bonita Road. The owner of the property is in violation of
Chapter 23, Section 23-36 Code of the City of Atlantic Beach in that there exists on the premises
located at 836 Bonita Road the following condition(s): property is continuously overgrown
with weeds and grass, i.e., since 1992 you have been notified on nine different occasions as
to the overgrown condition of said property. On June 7,1996, the City was required to cut
the grass and weeds.
Case No.4473 -Charles Bullock - 120 Camelia Street. The owner ofthe property is a repeat

The meeting was called to order at 7:45 p.m. by Chairman Ed Martin, followed by the Pledge of
Allegiance to the Flag by all present.
1. Approval of Minutes of July 2, 1996
A motion was made by Ken Rogosheske, seconded by Lou Etta Waters and unanimously
carried to approve the Minutes of the Regular Board ivleeting held July 2,1996.
2. Recognition of Visitors and Guests regarding any matters that are not listed on the
agenda.
No one wished to speak.
Karl Grunewald, Code Enforcement Inspector, reported on the following cases:
OLD BUSINESS:
Case No. 0107 -Sarah and Charles Bratcher -property lying between West 9th Street and
West 10th Street
Mr. Grunewald reported the Bratchers complied with the first part of the Board's order by
June 7, 1996. However, the boat remains on the property at this time, and may remain until
November I5, 1996.

Mr. Grunewald reported that he had personally met with hir. Stewart and pointed out conditions
in need of improvement. Mr. Stewart is now in compliance and receiving regular garbage pickup.

It was reported that Mr. Weinaug had demolished the illegal structure, hired a contractor to
complete his aluminum screen enclosure, and obtained the proper permit for the screen
enclosure. At this time, Mr. Weinaug is in compliance.
4. NEW BUSINESS:
Mr. Martin read case hearing procedures for the following cases: #4626-Robert Fuller and
#4473-Charles Bullock, and all witnesses were sworn in.
Case No. 4626 -Robert Fuller -836 Bonita Road. The owner of the property is in violation of
Chapter 23, Section 23-36 Code of the City of Atlantic Beach in that there exists on the premises
located at 836 Bonita Road the following condition(s): property is continuously overgrown
with weeds and grass, i.e., since 1992 the property owner has been notified on nine
different occasions as to the overgrown condition of said property. On June 7,1996, the
City was required to cut the grass and weeds.
Prosecuting Attorney Green read the charges against Mr. Fuller and indicated the property had
been brought into compliance. However, due to the number of previous violations, it was
recommended that Mr. Fuller be found in violation so a fine can be levied should said property be
found in non-compliance in the future.
Code Enforcement Official Grunewald passed around photographs of the overgrown property to
the Board Members and bir. Fuller. Mr. Grunewald stated there had been nine violations of
Chapter 23, Section 23-36 of the Code at the property since 1992. Most recently, the property
was posted and Mr. Fuller given seven days to bring it into compliance. He did not do the work,
and the city crew mowed the property. In conclusion, it was reported the property had been
mowed by the City on June 7, 1996 and again on August 18, 1996 at a total cost of $590.00,
which Mr. Fuller paid.
Ken Rogosheske questioned if the property was rental. Mr. Fuller stated that it was a rental
property and he would be selling it in the near future. He also stated he had hired a lawn service
to mow the property every two weeks.
Mr. Fuller apologized to the Board for the past neglect of the property.

Case No. 4473 -Charles Bullock - 120 Camelia Street. The owner of the property is a repeat
violator of the following Sections: Chapter Section 24-163-2 of the Code of Atlantic Beach in
that there still exists on the premises located 120 Camelia Street, the following condition(s):
storing a boat in front of front yard setback line -boat license #FL3428AJ.
Mr. Martin asked if Mr. Bullock was present. Mr. Grunewald reported that he was not present
even though he was served a subpoena by OB;cer R.K. Harding on September 6, 1996.
Prosecuting Attorney Green stated that Mr. Bullock had been served in a timely manner and read
the charges against him. She indicated the same violations existed today as when Mr. Bullock
appeared before the Board on July 2, 1996. Mr. Grunewald passed around photographs from
August 12, 1996 and September 9, 1996 showing the boat in question had not been moved.
A brief discussion ensued concerning the type of fine to be imposed on Mr. Bullock. Code
Enforcement Official Grunewald stated that he would place aseventy-two hour notice on the boat
the following day instructing Mr. Bullock the boat will be towed by the City at his expense
because it is partially parked on city right-of--way.

BULLOCK TO BE IN CONTINUING VIOLATION OF CHAPTER 24, SECTION 24-
163-2 OFTHE CODE OF ATLANTIC BEACH AND LEVY AONE-TIh1E FINE OF
$500.00 AGAINST SAID PROPERTY TO BE PAID WITHIN THIRTY DAYS. IF THE
PROPERTY CONTINUES TO BE IN VIOLATION OF SECTION 24-163-2 A FINE OF
$50.00 PER DAY WILL BE LEVIED AGAINST SAID PROPERTY BEGINNING
SEPTEMBER 13, 1996, UNTIL COMPLIANCE IS REACIiED TO THE SATISFACTION
