A. Status report from George Bull, Jr. on Case No. 0013,
Francisco Rebelo at 1651 Mayport Road, Atlantic Beach.
B. Case No. 0016 - Mr. Brown to report that the property at
1970 Park Street, Atlantic Beach was in compliance with
the City Code.
C. Case No. 0017 - Mr. Mihai Guricza, International Auto
Repair to report that his business located at 1830 Mayport
Road Unit #11, Atlantic Beach complied with the Standard
Fire Prevention Code and the City Code of Ordinances of
the City of Atlantic Beach.
4. New Business:
A. Case No. 0018 - Dr. John L. Green, D.V.M. ,owner of two
businesses; Atlantic East Pet Center, Mayport, 1200
Mayport Road and Atlantic East Pet Center, 535 Atlantic
Boulevard. Both businesses are in violation of Section
22-55 of the Code of Ordinances of the City of Atlantic
Beach.

HELD AT CITY HALL ON JUNE 11, 1991 AT 7:30 P.M.

1 . Approval of Minutes of April 2, 1991.
Mr. Dowling moved for approval of the minutes of April 2, 1991 as written.
The motion was seconded by Mr. Moller and carried unanimously.

1. Recognition of visitors and quests - None.
2. Old Business:
A. Case No. 0013 - Status report from George Bull, Jr. on Francisco Rebelo
at 1651 Mayport Road, Atlantic Beach. Mr. Bull stated he meet with Mr.
Rebelo at the appointed date, April 16, 1991, and it was his opinion that the
property was currently in compliance with the City Code. At that time, Mr.
Bull informed Mr. Ford and Mrs. Strain of his findings; due to the Sunshine
Laws he was not permitted to advise the board members of his judgment prior
to this meeting.
Mr. Bull moved to find Mr. Rebelo in compliance with Code of Ordinances of
the City of Atlantic Beach and at this time close the file. The motion was
seconded by Mr. Dowling and carried unanimously.
Mr. Bull also moved to draft a letter to Mr. Rebelo showing the Board' s
appreciation of his efforts with coming into compliance with the City Code.
Mr. Dowling seconded and carried unanimously.

B. Case No. 0016 - Mr. Brown to report that the property at 1970 Park
Street, Atlantic Beach was in compliance with the City Code. Mr. Ford had
coversed with Mr. Brown on 6/9/91 and Mr. Ford decided it was unnecessary for

Mr. Brown to appear in front of the board. Mr. Ford informed Mr. Brown that
he thought the property in question was in compliance at the present time.
Mr. Dowling moved that Mr. Brown had complied with the City Code. Mr. Venn
seconded the motion and carried unanimously.
Mr. Bull instructed Mrs. Strain to compose a letter to Mr. Brown stating the
Board found him in compliance with the City Code.
C. Case No. 17 - Mr. Mihai Guricza, International Auto Repair to report that
his bussiness located at 1830 Mayport Road Unit #11, Atlantic Beach complied
with the Standard Fire Prevention Code and the City Code of Ordinances of the
City of Atlantic Beach. Mr. Ford reported that two inspections were done and
he felt the property had complied with the Standard Fire Prevention Code and
City Code.
Mr. Moller moved that Mr. Guricza was in compliance. Mr. Venn seconded the
motion and carried unanimously.
Mr. Bull instructed Mrs. Strain to compose a letter to Mr. Guricza stating
the Board found him in compliance with the Fire Prevention Codes and City
Codes.

4. New Business:
A. Case No. 0018 - Dr. John L. Green, D.V.M. , owner of two businesses;
Atlantic East Pet Center, Mayport, 1200 Mayport Road and Atlantic East Pet
Center, 535 Atlantic Boulevard. Both businesses are in violation of Section
22-55 of the Code of Ordinances of the City of Atlantic Beach. Mr. Ford
reported that Dr. Green had recently obtained the occupational licenses after
being placed on the Board' s agenda. He had refused to get the licenses for
retail sales which he was required to have to operate the two pet retail
centers. Several attempts were made by Mr. Ford and the City Clerk to settle
this matter without involving the Board. Mr. Ford stated that he had advised
Dr. Green, in writing, that it was not necessary for him to be present at
this meeting since he purchased the retail licenses.
Mr. Dowling asked why Dr. Green had been so reluctant to obtain the retail
licenses. Mr. Ford explained he had obtained his two veterinarian licenses
for the two businesses and thought these licenses should cover retail and any
additional licensing was not needed. Dr. Green disagreed with the City Code.
5. Board Members ' Comments
Mrs. Freeman questioned if the Board would require the owners to appear in

front of the Board when their tenant was in violation of City Code of
Ordinances. Mr. Bull stated that Mr. Ford would contact the owners of the
property in question and would require them to appear if brought to the Board
for action.
There was a brief discussion on the topic of a Board meeting postponement.
It was suggested that if a meeting were to be rescheduled, it would be held
on the following month. This would partially avoid conflicts with the Board
members calendars. The Board members agreed.
Adjournment
There being no other business to come!, before the Board, the meeting was
adjourned at 7 : 55 P.M.
